GOAL Senior Operations Accountant - Dublin


General Description of the Role
The primary function of this role is to support the CFO in the management of the Operations Finance Function in HQ Dublin. The Operations Finance area acts as the main financial contact and support for field FCs and ensures quality control of field financial management, internal reporting and donor reporting. The majority of GOAL’s programmes are funded by major institutional donors, which include Irish Aid, USAID, ECHO/EU and DfID (British Government).
Responsibilities
Duties and responsibilities of the Operations Finance area include; •Ensuring all HQ reporting requirements and deadlines are adhered to. •Monitoring the implementation and management of GOALs financial controls in the overseas country programmes. Ensuring up to date exception request and cash activity reports. ■General knowledge of compliance with all relevant donor guidelines in relation to reporting. Working knowledge of each of the major donor’s individual guidelines and templates. ■Review and analysis of all financial reports and budgets submitted (including reports due for in-country submission). Ensure consistency with the related narrative report/proposal. ■Month end checklist completed on submission of the field monthly reporting pack (due by 9th working day of the month for each field). As per checklist, all back up and checks submitted and filed in the month end folder, submit to CFO for review and approval. ■Competent with Sage Reporting, work with Financial Accounting area in improving existing reports and report writing. ■Review and analysis of spend versus budget information submitted by each field via the internal monthly Donor Status Report. (As part of HQ Financial Accounting below). ■Review and process funds requests submitted monthly by the field.
■Provide financial training and support to GOAL HQ Desk Officers who are responsible for programme activities in the field. ■Provide training to newly recruited accountants going to the field, up to date standard induction packs and training/induction programme. ■Assist in the facilitation of assigned donor audits when required. ■Responsible for donor financial reporting, where the grant is organisational.
Responsibilities specific to the Senior Operations Accountant: ■Provide weekly reporting and monthly checklist reporting to the CFO for review and approval. ■Exception reporting in line with CFO requirements. ■Management reporting in line with CFO requirements. ■Review and sign off, where relevant, field authorisation requests. ■Co-ordinate the facilitation of donor audits at HQ and assist fields where HQ documentation is required for audits taking place in-country. ■Oversee the annual NICRA calculation. ■Co-ordinate the annual cash analysis exercise with the RFCs and FC. ■Co-ordinate annual budget process for consolidation and CFO review. ■Co-ordinate the annual Finance and Compliance Conference. ■Policies and HQ procedures, ensure current procedures are up to date and documented. ■Provide other ad hoc support to CFO as required. ■If required, travel to country programmes to carry out financial reviews/audits.
Other/HR ■Co-ordinate with HR the recruitment (including recruitment fairs) and perform interviews for overseas candidates, short-listing for CFO approval.
Person Specification ■Staff appraisals and training programme/facilitation ■Qualified accountant with at least five year’s post-qualification experience. ■Excellent interpersonal, motivational and management skills. ■Ability to both take direction and to work on own initiative. ■Strong analytical and conceptual skills, with particular emphasis on planning, prioritising, multi-tasking, working to deadlines, and supervising team activities. ■Competent with Sage 200 reporting, or a similar accounting package. ■Proficient in Microsoft, intermediate to advanced excel skills essential. ■People person. Ability to work as part of a HQ team and communicate effectively with GOAL’s accountants overseas. ■General knowledge of compliance with institutional donors in the sector would be an advantage. ■Genuine interest in the humanitarian and non-commercial sector.
