PROGRAM MANAGER/SENIOR PROGRAM MANAGER: CITIZEN PARTICIPATION


The National Democratic Institute for International Affairs (NDI) seeks a Program Manager or Senior Program Manager to support the design, delivery and evaluation of citizen participation programs. Working in concert with NDI’s regional teams, the position will help enhance program quality and foster organizational learning. The position reports to the Director of Citizen Participation Programs.
Responsibilities
  • Provide comparative perspectives, practices and resources to NDI’s regional teams.
  • Analyze and document practical programmatic lessons.
  • Facilitate learning activities for NDI staff members and local civil society partners focused on increasing organized political participation.
  • Take part in country assessments and program planning activities.
  • Draft periodic proposals, reports, work plans and newsletter articles.
  • Maintain and expand the Citizen Participation Team’s resource library, including the development of “distance learning” modules for NDI staff members and local partners.
  • Monitor global developments in the area of citizen participation.
  • Expand the Institute’s network of development practitioners that would be able to act as program resources and consultants.
  • Represent NDI, when appropriate, at professional conferences and donor meetings, as well as visiting with delegations.
  • Work as part of a service-oriented team.
Experience Required
  • Bachelors degree, preferably in public administration, international relations, international development, or related subject. Graduate degree preferred.
  • Minimum of eight (8) years of experience (Program Manager) or ten (10) years (Senior Program Manager) in one or more of the following areas: community organizing; community development; public-interest advocacy; government oversight; civic education; or nonprofit management. A combination of experience is strongly desired.
  • At least two (2) years of field experience in a post-conflict or transition setting directly assisting local civic or political actors.
  • Experience working with disadvantaged and marginalized populations preferred.
  • Familiarity with the policies and approaches of international aid agencies (World Bank, UNDP, USAID, DFID) is preferred.
  • Experience managing projects with specific timeframes and deliverables.
  • Ability/willingness to travel internationally, including post-conflict environments.
  • Excellent oral and written communications skills. Must be able to communicate nuanced, complicated political and social concepts to a broad range of audiences.
  • Ability to use information and communication technologies to organize and manage activities.
  • Foreign language skills preferred
