Background / General description:
The International Finance Corporation (IFC), the private sector arm of the World Bank Group, is a global investor and advisor committed to promoting projects in its developing member countries that are economically beneficial, financially and commercially sound, and environmentally and socially sustainable. IFC finances private sector investments, mobilizes capital in the international financial markets, helps clients improve social and environmental sustainability, and provides technical assistance and advice to governments and businesses in the developing world. 

The IFC’s Syndicated Loans and Management Department (CSL) is seeking a Syndications Officer / Senior Syndications Officer at GG1/GG2 level to be based in Beijing. The position is with the Syndications division of the department (CSLSY) which is responsible for raising external funds for IFC clients, both through the B Loan program and increasingly from Development Financial Institutions (DFIs) and other parallel lenders. An increasing focus of the Department is to grow the pool of participant banks in the B loan program by bringing in banks from emerging markets particularly in Asia. The CSL department also manages the ongoing relationships with B Loan participants in portfolio transactions and with parallel lenders where IFC acts as administrative agent (CSLLM).
Duties and Accountabilities:
• Act as part of the global Syndications team as well as the China country team with a special focus on developing close relations with Chinese/Korean banks and other FIs in the country. Encourage their participation in IFC’s B loan and parallel loan program and identify their investment areas of interest, both regional and sectoral. 

• Develop and grow a diversified base of new investors and identify prospective new sources of mobilization and expand relationships to new areas with existing investors. 

• Follow international lending markets and banking activities to understand and anticipate trends, with particular focus on Asia. Regularly and proactively share market information with IFC colleagues.

• Establish, develop and maintain strong relationships with international, regional and local commercial banks and other existing/potential B Loan Participants and parallel lenders. 

• Develop, maintain and leverage a network of senior level business contacts and decision makers across the WBG and have broad understanding of Investment Departments’ objectives. 

• Syndicate IFC B Loans and parallel loans, and sell IFC A Loan participations in the secondary market. 

• Conduct industry and bank market research and pricing data analysis, including secondary market pricing; prepare regular pricing reports for syndicated loans, with particular focus on Asia. 

• Conduct deal-specific market soundings to advise IFC project teams and global Syndications colleagues on deal structure and pricing; develop list of prospective banks and syndication strategy for individual syndications. 

• Distribute marketing information to prospective B Loan participants and parallel lenders, and organize and attend roadshows for individual syndications. 

• Participate in China office’s activities and carry out IFC work related initiatives / duties as requested by China country manager.
Selection Criteria:
• M.B.A. (or equivalent master’s level degree) in finance or having a strong component of finance and accounting course work 

• At least 8-12 years of relevant work experience, preferably with a leading international bank or other financial institution in the Asian emerging markets, including at least 5 years of experience in the syndicated loan market and broad exposure to corporate and project finance. 

• Strong understanding of Chinese banking sector and deep relations and a clear ability enable success mobilization of IFC’s pipeline projects in various regions. 

• Strong team player acting as part of the global syndications team as well as the China country team, willing to be flexible and work outside business hours when needed, to accommodate multiple time zones. 

• Excellent written and verbal communication skills in English and Mandarin with strong editing skills. A good command of other regional languages would also be an advantage. 

• Fast learner with a demonstrated ability to network internally and externally. 

• Understanding of international capital markets, especially the commercial bank market and financial products, including loans, swaps and CDS. 

• Experience with loan documentation and credit issues. 

• Experience in using available research tools including Dealogic – Loan Analytics, Bloomberg and market publications and bookrunning platforms such as Debt Domain, Intralinks and Syndtrak. 

• Proactive, resourceful and self-motivated 

• Able to manage multiple tasks concurrently, prioritize effectively and adhere to deadlines while always paying attention to details 

• Clear, accurate articulation of issues, problems and solutions. 

• Use of tact, diplomacy and good interpersonal skills in internal and external communications.
