Seeking Team Leader and Macedonian Evaluation Specialists to Serve on Youth Vocational Education Performance Evaluation

International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based consulting firm, is preparing a proposal to conduct a performance evaluation of the USAID/Macedonia Youth Employability Skills (YES) Project. This project outreaches to a large number of Macedonian high school and university students in providing relevant vocational education increasing their chances in obtaining and excelling in job opportunities.

We are seeking a Team Leader and two (2) local experts to undertake this performance evaluation. The evaluation is estimated to take two to three months in the initial phase of the evaluation starting February/March 2013. While experience in Macedonia is preferred, qualified individuals with relevant experience elsewhere in Eastern Europe are also invited to submit applications.

Specific requirements include for the Team Leader and Local Evaluation Specialist: Team Leader: • Graduate degree in economics or a relevant discipline; • At least ten years of experience managing and implementing performance and/ or impact evaluations of foreign assistance programs and vocational education projects; • Expertise in youth entrepreneurship activities and youth employment programs; • Should have experience in the development and evaluation of vocational programs and outreach activities.

Local Evaluation Specialist: • University degree in economics or a relevant discipline; • Expertise in youth entrepreneurship activities and youth employment programs; • Prior experience in foreign assistance project evaluation; • Should have experience in the development and evaluation of Macedonian vocational programs and outreach activities.
