Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle and the management of nuclear wastes; catalyzing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and, advancing science and industry through the improved operation of research reactors.

The Division of Nuclear Fuel Cycle and Waste Technology is responsible for the management of programmes supporting all technologies of the nuclear fuel cycle with particular focus on uranium resources and production, nuclear power reactor fuel engineering, management of spent fuel from nuclear power reactors, topical issues of nuclear fuels and fuel cycles for advanced and innovative reactors, research reactors and also technologies for the treatment, storage and disposal of radioactive waste, management of disused sealed radioactive sources, and the decommissioning of installations and remediation of sites. The Division is also responsible for issues connected to the utilization, maintenance, refurbishment as well as the construction of new research reactors and the related fuel management.

The Waste Technology Section assists Member States with waste management and decommissioning. It covers a broad spectrum of activities and is organized into teams responsible for radioactive waste management (pre-disposal and disposal), decommissioning of installations, environmental remediation of contaminated sites and management of disused sealed radioactive sources (DSRS). Efforts are focused mainly on the elaboration and implementation of comprehensive and integrated radioactive waste management (RWM) strategies, the development of RWM infrastructure, the promotion of good practices for sustainable, safe and cost-effective RWM and the provision of direct assistance through the technical cooperation programme and nuclear security programme.

Main purpose

As a member of a team, led by the Section Head, the Waste Management Information Specialist participates in project activities, develops international guidelines, develops and implements new programmes on training, assists Member States to enhance their waste management information systems, and provides technical assistance at the request of Member States.

Role

The Waste Management Information Specialist is: (1) a programme developer and implementer, contributes expertise to the planning and development of the Agency's programme in a specific area of waste technology and waste management information systems; (2) a scientific secretary/technical expert, plans and leads moderately complex Technical Meetings; (3) a mission leader, plans and leads moderately complex review missions; and (4) a technical and project officer, evaluates moderately complex Technical Cooperation (TC) projects, and co-ordinates and evaluates moderately complex Coordinated Research Projects (CRPs) in the specific area of waste management and technology.

Partnerships

The Waste Management Information Specialist engages high level counterparts in Member States' institutions programme planning and implementation to ensure effective transfer and sharing of technical know-how. He/she promotes partnership building with appropriate UN organizations, NGOs and other relevant institutions.

The Waste Management Information Specialist participates in meetings with Member State representatives and with advisory groups to identify needs and respond to the interests of Member States in the various waste management information fields.

Furthermore, the Waste Management Information Specialist works closely with appropriate technical departments within the IAEA, Member States' institutions and other relevant international organizations to ensure the effective implementation of waste management information and related activities.

Functions / Key Results Expected

  • Contribute specialised knowledge and experience to the planning, development and implementation of the IAEA's programme in a specific area of waste technology and waste management information systems.
  • Plan and manage software development projects and on-going software and database maintenance for existing and new information systems in IAEA's RWM Programme and implement quality assurance processes and procedures in accordance with international standards for software, database, and data quality management.
  • Plan and lead moderately complex technical meetings in specific area of waste technology and waste management information systems, including proposing a subject, preparing the scope, selecting participants, co-ordinating the preparation of reports and documents.
  • Plan and lead moderately complex preparatory meetings and follow-up visits, and the assessment of waste management information system needs; provide technical input to preparation of mission reports.
  • Evaluate moderately complex TC projects, develop action plans and plan, organize and participate in seminars, workshops, expert missions and training courses.
  • Promote, co-ordinate and evaluate moderately complex CRPs in Member States and conduct moderately complex studies and assessments related to issues and trends. Develop international recommendations and guidance on waste management information systems with a view to addressing Member States' specific needs as regards waste management and technology development.
  • Plan, organize and conduct training for moderately complex or sensitive topics.

Knowledge, Skills and Abilities

  • In-depth knowledge and experience in radioactive waste management and information systems.
  • Substantial knowledge of bilateral and other nuclear support programmes and the sustainability of the support given.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Good communication skills including report writing, editorial capability and presentation skills.

Education, Experience and Language Skills

  • Advanced university degree or equivalent in a field of engineering or science, related to radioactive waste management.
  • Seven years of experience in a relevant field, of which at least five should have been at the international level.
  • Proven experience in waste management and waste information management systems or related activities.
  • Extensive experience in computer applications and software development.
  • Experience with MS SharePointTM or similar collaboration tools desirable.
  • Experience of working in a national/international nuclear organization or institute desirable.
  • Proficiency in spoken and written English. Knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $45 695*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
