Are you Action Aid Tanzania new Public Accountability Advisor?
Action Aid Tanzania (AATZ) is looking for a competent and experienced professional to support its programme implementation on understanding public budgets, expenditure tracking (of local and national level budgets), monitoring of public social services and understanding of trade issues. The Advisor will play a significant capacity building role, not only towards staff of AATZ, but also towards its partners –Policy ForumYouth Partnership Countrywide and Agenda Participation 2000 who are members of theTax Justice Partners Working Group.
Key result areas:
• Support the strengthening of the Tax Justice Partners Working Group and guide its members to understand tax justice in relationship to local context, global trends;  advocacy and campaign strategies for tax justice and linking such toward the improvement of public service delivery.
• Support AATZ staff and partners in conducting Research on tax Justice and improving public service delivery.
• Develop the skills capacity of AATZ staff as well as the tax working group team in implementing tax campaigns at the national level; and linking this to the international levels.
• Support and advise AATZ in designing a tax justice campaign that is aligned to the on-going ActionAid International multi-country Tax Justice Campaign strategy; and support 4 LRPs in contextualising tax issues in local governance
 
Required qualifications:
• At least 5 years minimum working experience in the governance and social development sectors, especially in advocacy and campaigns.
• Knowledge on Taxation and Tax issues will be an added advantage
• Minimum of 4 years governance work, taxation related work experience will be an advantage.
• Facilitation and training skills are essential for this position.
• Proven track record of successful network and alliance building work in a national and or an international organization.
• Strong understanding and knowledge of the intellectual and practical underpinnings of civil society engagement with local government in accountability and public service delivery.
• Demonstrated ability and hands-on skills in designing campaign and advocacy initiatives in governance work will be an advantage.
• Strong training and facilitation skills are essential.

July 1 - 5th:                    Face-to-Face interviews at the ActionAid Tanzania office, Dar es Salaam

Expected starting date: 1st September 2013
Contract start is subject to approval of work and residence permit. The assignment is for 24 months with a possibility of an extension.
