One electoral/legal expert (cat. Senior) - Team Leader (118 man-days)
• Advanced University Degree (Masters or equivalent) in Intemational Relations, Political
Science, Law, Social Sciences, intemational development, economics or related fields.
General Professional Experience
At least 10 years of experience in the field of electoral assistance.
Specific Professional Experience:
• 10 years relevant work experience, at least 5 of which involve implementation and
management, at senior level, of electoral assistance activities, including with regard to
working on media strategies;
• Familiarity with the legal and regulatory framework for the election and with intemational
and regional standards for elections;
• Excellent understanding of the functioning of Election Management Bodies;
• Experience of sustaining high level professional relations with leading government
officials in sensitive political environments;
• Working experience of transitional and emerging democracies, including in post-conflict
environments;
• Previous experience in the country and/or region and good networks in all sections of
society in order to be immediately operational would be an asset;
• Excellent written and spoken English skills;
• Computer proficiency.
Team leader will also present the following profile:
• Excellent communication and inter-personal skills;
• Excellent report drafting skills;
• Management skills and past experience of management in a similar assignment, preferably
as Chief Technical Adviser in a technical assistance project;
• Knowledge of and/or field experience of EU policies and programmes in the area of human
rights, democratisation and good governance.
