DESCRIPTION
RWI seeks to hire a capable, energetic and experienced policy advocate to lead the organization’s campaigns for more effective and widespread global transparency and governance standards in the oil, gas and mining industries.
Together with our collaborators in the Publish What You Pay (PWYP) global coalition, our promotion of global standards has recorded important gains. In the area of mandatory reporting requirements, the US passed Section 1504 of the Dodd-Frank Act in 2010 which requires all U.S.-listed oil, gas and mining companies to report payments made to governments. This year, the EU passed similar requirements, and the Canadian government has committed to do the same. Other issues – contract transparency, the disclosure of beneficial ownership data, tax justice in the extractives field- have quickly gained attention, and represent promising opportunities for international action.
The Advocacy Officer will build on this record, leading the development and pursuit of strategies for further advancing global transparency standards and other measures for protecting the interests of the citizens of resource rich countries. Drawing on RWI’s resources and expertise, and working with a powerful global civil society coalition, the individual will lead our engagement in campaigns that target home country governments in North America, Europe and beyond, as well as campaigns focused on international organizations including the UN, G8/20 and international financial institutions. Along with advancing current core campaigns, the Officer will identify and lead research on emerging issues, and develop innovative approaches for their advancement.
The Advocacy Officer works in collaboration with senior management and staff across the organization, and could be based in London, New York or Washington DC. The level of seniority and responsibility could be adjusted for candidates with extensive relevant experience.
RESPONSIBILITIES
The Advocacy Officer directs the organization’s international advocacy portfolio, and would be responsible for:
• Develop and lead the execution of RWI advocacy strategy on core and emerging advocacy issues, including the spread and effective uptake of mandatory reporting standards;
• Undertake research, develop policy positions and produce briefings and other advocacy materials, in close collaboration with other RWI staff;
• Track priority international policy issues;
• Efficiently manage all stages of advocacy and coordination of the work flow, including inputs from staff, consultants and partner organizations;
• Facilitate the engagement of the various RWI programs and regional offices in the organization’s advocacy work;
• Engage in high-level outreach to European and North American governments, multi-national corporations, international organizations, and the media;
• Represent RWI in the Publish What You Pay U.S. and Europe coalitions, pursuing opportunities to collaborate with these partners;
• Serve as liaison to relevant global campaigns such as those on tax justice and budget transparency, so as to coordinate joint advocacy asks and campaign activities;
• Work with communications team to secure media coverage and public engagement that advances RWI advocacy goals;
• Identify, cultivate and expand a network of contacts throughout our network, including donors, NGOs, government officials, regional and international organizations, academics, and journalists;
• Perform other duties as assigned.

REQUIRED AND PREFERRED QUALIFICATIONS:
• Advanced degree in relevant field (development, political science, law, economics, etc.).
• 7 to 10 years of experience working on global economic, public policy or development issues, preferably executing advocacy activities.
• A background of working with relevant stakeholders, including North American and/or European governments and legislatures, international organizations, multi-national companies and the media.
• Knowledge of / background in extractive industries, and other related subjects including economic justice, tax policy, global financial markets, and corporate social responsibility standards.
• Excellent communications skills. Must be able to produce publication-ready written materials.
• Ability to interact with a variety of stakeholders, work collaboratively with coalition members, and manage simultaneous projects in a fast-paced environment.
• Ability to work independently and as part of a team.
• Integrity and professional discretion.
• Foreign language skills preferred.
• Travel will be required.
