Summary
Under the direction of the President, the Chief of Global Affairs leads and manages AHF’s international HIV/AIDS programs (“AHF Global”). 

Essential Duties & Responsibilities
Leads the development and implementation of AHF Global’s strategic focus, programmatic goals and objectives, and annual country business plans while supervising AHF Bureau Chiefs and Country Program Directors. Manages and monitors program performance against established goals, objectives and plans. Facilitates and strengthens communications between AHF Global staff and program support staff. 

- Works with host government health officials and AHF Bureau Chiefs/Country Program Directors in the implementation of systems that facilitate the reporting of process/outcome indicators and adherence to health delivery protocols. 

- Manages the relationship between AHF Bureau Chiefs/Country Program Directors, host government health officials, and AHF NGO/CBO partners in the support and expansion of existing programs and the development of new programs.

- Represents AHF Global in private/public sector donor communities with input from AHF Global staff, program support and new business development staff. Provides strategic and programmatic input into AHF Global bids and proposals.

- Provides guidance on AHF Global program logistics, financial and administrative operations to AHF Bureau Chiefs, Country Program Directors and program support staff: Evaluates supplier/vendor performance and makes recommendations on existing and new suppliers/vendors; monitors program budget activity and informs budget preparation; provides guidance on staffing patterns and new hires. 

- As a member of the Senior Management Team, provides status updates on AHF Global program and operations functions. Develops, implements and modifies AHF Global policies and procedures in partnership with Senior Management.

Supervisory Responsibilities
The Chief of Global Programs supervises AHF Bureau Chiefs and is responsible for their overall direction, coordination, and evaluation. His/her responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. He/she carries out supervisory responsibilities in accordance with AHF’s policies and applicable laws.

Education and/or Experience
Master’s degree (M.A.) in International Public Administration, International Development or related field. Overall 10 years of experience managing HIV/AIDS programs in developing countries, with at least 6 years as a Senior Manager or Director. 

Computer/Software Skills & Abilities
Proficiency in MS Word, Excel, and PowerPoint.

Language Skills
Fluency in English required. Fluency in French and/or Spanish desirable. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Other Skills & Abilities/Qualifications
Ability to travel up to 50% of the time.
Ability to work independently with minimal supervision.
