Contracts Cost And Pricing Administrator

The  Contracts – Cost and Pricing Administrator  is responsible for contract administration functions for major international and US Government contracts in the international development field. S/He will manage prime and sub-tier government contracts, maintain compliance with regulations and accounting standards and will work with management to identify risks and opportunities within contract vehicles. S/He will develop internal systems that ensure contract compliance.
Duties and Responsibilities:
Contracts Administration
  • Acts as the focal point of contact with the customer for all contractual matters and is a liaison with customers and internal departments for all matters affecting contracts.  Negotiate final terms and conditions with Contracts Officers.
  • Prepares compliant corporate contract templates including but not limited to subcontracts, teaming agreements, purchase orders, and NPSC agreements.
  • Reviews prior to final approval all contract related documents including but not limited to subcontracts, purchase orders, and NPSC agreements.
  • Reviews subcontract proposals, negotiates terms and conditions, and issues subcontract agreements.
  • Manages sub-contract agreements, reviews spending and LOE, manages cost splits and revisions and reviews invoicing as needed.
  • Responds to contract budget modification requests (refer to Cost Proposal duties below.
  • Reviews and submits contract modifications to prime and sub contracts.
  • Participates in contract start-up, implementation, and close-out procedures ensuring compliance with terms and conditions of the contractual agreement and USG policies and procedures.
  • Supervises the issuance of corporate and project related requests for quotations (RFQs).
  • Maintains corporate compliance in the U.S. Federal government and multilateral donor databases including ORCA, etc.
  • Advise on the implementation of grants under contract.
  • Participates in and/or conducts front end strategic assessment of business pursuits, contract negotiation, contract administration, and customer contact activities to provide for proper fulfillment in accordance with company policies, legal requirements, and customer specifications.
  •  Reviews statements of work and specifications within business offerings to identify contractual risks and obligations, and offers solutions to mitigate contractual/program risks.
  • Compiles and analyzes data, and maintains historical information.
  • Develops negotiation strategies for management’s approval.
Cost Proposals
  • Correspond as necessary with specific collaborating partners on specific proposals, on questions related to the proposals including drafting Teaming Agreements, Memorandum of Understanding etc. where applicable and as required.
  • Prepare and/or participate in the preparation, development and production of assigned cost proposals, including budgets, budget notes, executive summaries and forms required by donors. Activities include participating in meetings with the proposal team on strategic issues, ensuring donor requirements are known by the proposal team and any subcontractors or partners (as appropriate) managing development of a quality and cost-competitive cost proposal and ensuring it is completed appropriately before the submission deadline and that the final submission conforms to donor requirements.
  • Establish and maintain positive working relationships with various donor organizations.  Correspond with donor agencies as needed and provide guidance on donor regulations.
Key Qualifications:
  • Bachelor’s Degree in Business Administration, Accounting, or related field and 5 to 8 years of progressive contract administration experience, including a full range of Government service and supply contracts, CPFF, FFP, T&M, and CPAF contract types.
  • Experience administering USAID and USG long-term overseas contracts preferred.
  • Strong demonstrated knowledge of contract terms and conditions, including FAR/AIDAR, and ability to perform tasks without appreciable direction.
  • Experience developing solutions to complex problems and providing contractual advice and analysis to ensure that the business achieves its financial objectives.
  • Knowledgeable of Federal Travel Regulations and GSA schedules;
  • Demonstrated understanding of  how terms and conditions affect prices and schedules
  • Demonstrated ability to conduct timely negotiations and resolve customer issues, and optimize cash flow in contract management and negotiations.
  • English fluency required; excellent communication skills, and ability to provide briefings to management and customers.
  • Must have the ability to obtain a security clearance to access classified information.
  • Experience with Subcontract administration, including NDA’s & Teaming Agreements.
  • Willingness to travel globally, including to conflict and post-conflict nations
  • US Citizenship is required.
Preferred Qualifications:
  • Certified Professional Contracts Manager (CPCM) certification. 
  • Masters Degree in a related field.
