Chief Of Party/Project Manager - DCHA Washington DC

The QED Group, a medium-sized international development firm headquartered in Washington DC, is looking to bid on a multi-year professional and support services contract with the USAID Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA), and is seeking a qualified individual to be bid as the Chief of Party/Program Manager to oversee all project operations and a staff of 40-50 individuals, the project will be based in Washington DC. The program will provide DCHA with contract and grants management, recruitment, field support services, information management systems, administrative support, and training and capacity development.
Key Qualifications:
  • Master’s Degree in Business Administration, Economics, International Affairs or a related field.
  • A minimum of ten (10) years’ experience in government contracting with demonstrated working knowledge of CPFF, FFP, and IDIQ/IQC contracts required, knowledge of direct grants and grants under contracts, as well as experience managing USAID contracts generally or DOS contracts in the humanitarian assistance space.   
  • A working knowledge of Foreign Disaster Assistance, Transition Initiatives, Democracy & Governance and Food for Peace programs and initiatives.
  • Demonstrated experience preparing and analyzing budgets for large, multi-varied contract is essential. Successful candidates must have strong financial management skills and including experience managing multi-million dollar government contracts within USAID, State or an equivalent federal agency.  Knowledge of the FAR, ADS, FTR and other applicable regulations is a plus.
  • Strong people management skills are needed, with the ability to mentor and train mid- and junior-level project management staff. 
  • Excellent communication, problem-solving and client-service skills are essential  in order to  manage key external relationships (Client CO and CORs, Client project office staff, senior staff of DCHA bureau offices) as well as key internal Interfaces (President, Team Leads, Program Managers and Corporate Directors). 
  • Demonstrated resource management skills with the ability to focus on both the strategic and the tactical are essential for success in a fast-paced, high pressure environment with multiple deadlines and competing priorities.
