Field Program Support Manager - DCHA

The QED Group is seeking a qualified individual to be bid as the Field Program Support Manager. This individual will be used for humanitarian responses where DCHA has determined that quick action is needed – in response to disasters, or to critical windows of opportunity for political transition, conflict prevention, or democracy interventions. The program will provide DCHA with contract and grants management, recruitment, field support services, information management systems, administrative support, and training and capacity development.
Duties and Responsibilities:
  • Conduct preparatory work and establish systems for issuance of grants and local procurement of goods and services. 
  • Able to deploy to field within 72 hours of authorization from COR. 
  • Support USAID efforts in the field with small grants and procurement capability. 
  • In close cooperation with the USAID COR, issue small grants (from $500 to $100,000) to international or local organizations that are capable of carrying out DCHA program objectives. 
  • Review all grant proposals before final approval by USAID to assure they are consistent with USAID policies and procedures and grant format. 
  • Procure goods and services to carry out DCHA program objectives in field. 
  • Provide the DCHA field team with facilities, goods, and services required to sustain operations and accommodations. 
  • Implement the COR approved close out plan.
Key Qualifications:
  • 10 years experience managing foreign disaster assistance and humanitarian response programs in conflict or otherwise difficult foreign environments.
  • Master’s Degree in International Affairs or related field.
  • Specialized program (part of degree or separate certificate) in disaster response or humanitarian assistance preferred.
