The Role

The Consumer Policy team collects a large amount of data related to industry practices on significant areas of domestic and non-domestic consumer interest e.g. debt, disconnection, backbilling, complaint handling and standards of performance. Analysing, interpreting and communicating the insight that this data provides is key to enabling the team to function as effectively as possible.

The post holder will fulfil a cross-cutting role operating across the Consumer Policy team providing expert analysis and guidance on the collection, interpretation and presentation of data and will provide insight and evidence to support the policy development process particularly in relation to the focus and prioritisation of work. This role will focus on Ofgem’s broad spectrum of regulatory work in the consumer policy area and will also include data collected from key stakeholders in the consumer landscape.

Specific Minimum Qualifications and Expertise

Minimum expertise:
  • Strong analytical skills, with the ability to deliver insightful quantitative and qualitative analysis;
  • Experience of applying analysis in order to deliver results or exert influence in a commercial, consulting or public sector environment;
  • Ability to interpret and translate complex data into clear and useable formats (including Powerpoint) for communication to both internal and external audiences;
  • Ability to clearly identify data needs to support policy development and monitoring including identifying gaps in data collection or unnecessary/irrelevant data gathering;
  • Experience of delivering to tight deadlines as required in relation to data collection, analysis and/or publication.
 
Desirable:
  • Experience with manipulating and analysing complex data sets using Microsoft Excel.
  • Comfortable with the use of statistical techniques.
  • Strong oral and written communication skills.

Key Outputs and Deliverables

  • Apply analysis to inform consumer policy, bringing strategic considerations to the team’s attention including: monitoring of compliance requirements; reviewing the effectiveness of energy company policies; identifying areas where energy company performance is lacking or policy needs to be revisited or developed; identifying areas of best practice that could be promoted more widely.
  • Ensure that the findings from data analysis are effectively disseminated within the consumer policy team, to other teams within Ofgem and externally where appropriate.
  • Creation and maintenance of a reporting calendar to manage data collection, analysis and (where necessary) publication timelines.
  • Develop a means of communicating data in a useable and insightful manner to support the work of colleagues across Ofgem.
  • Preparation of data requests and input to stakeholder discussions to understand, clarify and respond to queries over interpretation or reporting requirements.
Key Stakeholder Relationships
  • Internal: Across Ofgem but particularly the Consumer Policy function;
  • External: Consumer organisations, NGOs, government departments; suppliers and network operators.  
Key Accountabilities
  • Key decision making will occur in conjunction with the relevant team manager and /or the policy lead on specific subject areas.
