    The Renewable Heat Incentive (RHI) is a major Government environmental programme administered by Ofgem E-Serve.
    This is a project based role offered on a fixed term contract until 30 May 2014, applicants will ideally be available to start within one month of an offer being made. Interviews will be held on 14th August 2013.

The Role

    The Renewable Heat Incentive (RHI) is a major Government environmental programme administered by Ofgem E-Serve. Worth up to £860m in the current Government spending period, the programme aims to incentivise people to switch from fossil fuel heating to renewable heating through the payment of an ongoing financial incentive.
    Ofgem has been administering the RHI for the non-domestic sector since November 2011. The RHI will be extended to domestic applicants in spring 2014. The RHI Domestic scheme will be the largest scheme that Ofgem E-Serve has delivered to date.
    This role aims to ensure that consumer protection considerations are properly factored into the design of the scheme administration, and to work to influence third parties as necessary.

Specific Minimum Qualifications and Expertise

    We are looking for a highly motivated team player who can work in an agile development environment with challenging, yet dynamic, deadlines and pressures. The role will require an innovative, creative mind combined with a methodical approach to a structured workload.
    The following skills are considered essential to the role:
  • Degree, equivalent qualification(s) or relevant professional experience
  • Experience of consumer protection / promoting consumers interests
  • Experience of influencing and stakeholder management
  • Strong analytical skills - proven ability to creatively solve problems – ability to generate and present options
  • An understanding of the policy making process
  • Strong communication and influencing skills
  • Ability to quickly understand new and complex information
    In addition, expertise in any of the following areas would be advantageous:
  • Understanding of renewable energy (or heating systems)
  • Understanding of practical implementation issues around operational delivery of policy

Key Outputs and Deliverables

    In this role you will be required to:
  • Assess the RHI policy, processes and industry readiness for potential risks to consumer’s welfare, in conjunction with other Ofgem teams as appropriate
  • Devise improvements to the scheme design in conjunction with team colleagues
  • Influence stakeholders to seek improvements where these are not within our own power to change
  • Report to senior management on progress, and escalate areas where solutions cannot be found
  • Review outputs of other colleagues, such as guidance materials to ensure these address the key consumer issues
