    The Renewable Heat Incentive (RHI) is a major Government environmental programme administered by Ofgem E-Serve.
    This is a project based role offered on a fixed term contract until 30 May 2014, applicants will ideally be available to start within one month of an offer being made. Interviews will be held on 19th August 2013.
    Closing Date: 9am on 5th August 2013Band B, £24,300 to £28,150

The Role

    The Renewable Heat Incentive (RHI) is a major Government environmental programme administered by Ofgem E-Serve. Worth up to £860m in the current Government spending period, the programme aims to incentivise people to switch from fossil fuel heating to renewable heating through the payment of an ongoing financial incentive.
    Ofgem has been administering the RHI for the non-domestic sector since November 2011. The RHI will be extended to domestic applicants in spring 2014. The RHI Domestic scheme will be the largest scheme that Ofgem E-Serve has delivered to date.
    In this role you will assist both the Policy Manager (Guidance) and Policy Manager (Regulations) to ensure that implementation issues arising from DECC’s policy are properly addressed.

Specific Minimum Qualifications and Expertise

    We are looking for a highly motivated team player who can work in an agile development environment with challenging, yet dynamic, deadlines and pressures. The role will require an innovative, creative mind combined with a methodical approach to a structured workload.
    The following skills are considered essential to the role:
  • Degree, equivalent qualification(s) or relevant professional experience
  • Strong analytical skills
  • Proven ability to creatively solve problems – ability to generate and present options
  • Experience in policy implementation and/or policy development
  • Evidence of interpreting and/or implementing legislation or regulation
  • Excellent communication skills – including presentations and written
  • Ability to quickly understand new and complex information
    In addition, expertise in any of the following areas would be advantageous:
  • Understanding of heating sytems and/or renewable energy
  • Understanding of practical implementation issues around operational delivery of policy

Key Outputs and Deliverables

    In this role you will be required to:
  • Assess detailed policy for potentially difficult areas to implement
  • Work with Domestic RHI team and DECC colleagues to devise solutions
  • Review and contribute comments on draft regulations, in conjunction with our legal team
  • Draft sections of guidance documents based on the regulations, eg spelling out how we will interpret areas of ambiguity
  • Consult with internal and external stakeholders as appropriate
  • Provide input to team colleagues to ensure their activity is informed by latest policy developments and guidance
  • Represent Ofgem on scheme development to other government agencies, and to other stakeholders, particularly user groups and industry bodies

Key Accountabilities

    To be determined in conjunction with the Policy manager (Guidance) and Policy Manager (Regulations) depending on the successful candidate. Likely to include drafting of specific chapters of guidance, writing papers on specific implementation issues, discussions with specific stakeholders.
