The Period of Performance (POP) is 1 September 2013 to 31 August 2014, with one option for increased quantities from 1 April 2014 to 31 August 2014, two (2) 12 month options periods, and the option to extend services clause for a total possible period of performance of 40 months.  
Place of performance:  Iwakuni, Japan.   US Citizenship required. 
The following are highly desired:
·         BS degree or equivalent experience in facilities management, engineering or construction management.
·         Secret Clearance in place preferred.  Separated or retired military member, USMC preferred.
·         10+ years’ experience. 
·         Certified Construction Management certification or similar
·         Project Management Professional, PMP
·         Knowledge of NAVFAC and ACOE construction practices
·         Prior experience in DoD military construction ideal.
·         Primavera P6 scheduling experience
The successful candidate will possess the following:
·         US Citizen
·         Must be able to obtain SECRET security clearance
·         Willing to relocate to Japan for at least 1-year
·         Excellent communication skills, both written and oral, as well as customer service skills due to daily interaction with various levels of rank, authority, positions, both military and civilians.
·         Knowledge of facility utilization principles, methods, practices, and techniques.
·         Familiarity with overall goals, methods, and terminology used at large maintenance or public works type organizations
·         Knowledge of scheduling software: such as Primavera (P3/TeamPlay, Expedition), Microsoft Project, Timberline Construction Estimating Software, Earth Works Excavation Software, Deltek, Cobra EVMS Software, Auto CADKnowledge, Primavera SureTrak and/or other construction scheduling software packages. Must possess good understanding of schedules utilizing network analysis and the potential impact of modifications to the critical path
·         Proficient in Microsoft Word, Excel, Outlook, and PowerPoint
·         Thorough knowledge of construction practices and methods as well as construction management
·         Ability to monitor construction projects to a successful and timely completion
·         Knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements
Facility/Engineering/Planning Project Management – Candidate will provide technical and advisory support to the staff of the DPRI Program Directorate within Marine Corps Installations Command Pacific (MCIPAC) located at Marine Corps Base Iwakuni, Japan. 
The Candidate shall:
·         Coordinate to ensure United States Marine Corps (USMC) and United States Navy (USN) interests are represented and fulfilled of the following:  master planning, real estate planning, environmental assessments, design (reach back support as required), construction, and scheduling with USACE, United States Forces Japan (USFJ), CSDB, and others. Efforts include Form 42, Charrette, Basic Criteria Package, Design 30/60/90/100 and final for signature, Pre-Construction/Construction/Shop Drawings, Government Furnished Material Installation, Inspection, and Occupancy.
·         Review pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions
·         Review and recommend approval of contractor administrative submittals, such as schedules (both bar charts and networks), design and construction quality control plan; and coordinate review and recommend approval of technical “Government-approved” submittals such as shop drawings, product data, samples, design data, plans/reports, certificates, and O&M data in a timely manner
·         Manage the contractor Requests for Information (RFIs) and ensure timely responses
·         Monitor available project budget and time constraints, including relevant cost and schedule growth metrics, and initiating appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded. Review daily construction progress at the site as well as through the Engineering Technician/Quality Assurance (ET/QA) representatives and CQC reports; and attending QC meetings including preparatory meetings involving critical work activities. Take necessary action to assure contractor’s quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized
·         Based on technical knowledge and coordination with designer and contractor, provide technical solutions to unforeseen problems during construction. This may include making recommendations to the official government liaison to approve field changes that have no impact on function of the facility or cost and schedule of the contract (no change in scope)
·         Coordinate delivery, inspection and installation of Government furnished equipment
·         Identify the need (and subsequent reason code) for a modification to scope, cost and/or schedule based on collaboration with the contractor, Supported Command, designer and/or other entities
