Monitoring & Evaluation Advisor within Youth for ActionAid Myanmar

Do you have profound monitoring and evaluation skills and do you have solid experience working with youth and know how to engage youth activity, then you may be the Advisor that ActionAid Myanmar is looking for!
 
The Youth Monitoring & Evaluation Advisor is primarily going to support ActionAid Myanmar in establishing a solid, accurate and participatory monitoring and evaluation system around youth, which is a new focal area of the ActionAid Federation. The Advisor will also support ActionAid Bangladesh in similar efforts, although on a smaller scale. The Advisor will further feed into the federation’s global learning sites to ensure lessons learned are shared broadly within countries working specifically on youth.
 
The Youth Monitoring & Evaluation Advisor is placed through the People4Change program; which is a people-to-people support programme providing capacity development support to ActionAid and her partner organisations.

Job tasks include:• Train partners in Myanmar and Bangladesh on basic M&E concepts and skills, including how to select baseline data and work with logical frameworks.
• Ensure that the M&E systems developed are able to capture the various forms of youth work and groups that ActionAod Myanmar and Bangladesh work with.
• Ensure that participatory methods are included in the M&E framework and approaches used.
• Share documents and provide stories of change for the ActionAid International oversight group on youth

Required qualification• Post graduate degree within relevant field (governance, development studies)
• At least 5 years of postgraduate experience in monitoring & evaluation and youth programming/campaigning. This includes experience with designing systems and tools for monitoring and evaluation purposes.
• Comprehensive understanding of rights-based program practice
• A clear understanding of contemporary development issues, particularly affecting youth in Asia
• Facilitation and training skills
• Work experience from developing countries is an added advantage
• Ability  to facilitate and guide processes without taking the lead
• Cultural sensitivity
• English proficiency

Starting date: October 1st, 2013
Contract start is subject to approval of work and residence permit. The assignment is for 24 months, with the possibility for renewal. The Advisor is expected to participate in a face-to-face Human Rights Based Approach training in Tanzania in November; therefore the starting date is non-negotiable beyond November 1st.
