Degree and area of specialization:
MS, PhD in transportation/urban planning, civil engineering, public policy, or related field. Applicants without graduate degrees but with exceptional professional backgrounds will be considered


Minimum number of years and type of relevant work experience:
At least three years of professional experience in transportation planning, policy analysis, or related field. Applicants with experience working with transportation agencies, either as staff or as consultants, preferred. Excellent writing and spoken communication skills required. Familiarity with the fundamentals of transportation planning and policy, and the role of transportation in contributing to or undermining economic and environmental goals, also required. Background in research, including both qualitative and quantitative methods, highly desirable.]

Principal duties:
The Center on Wisconsin Strategy (COWS) is an applied research and strategy center for "high road" (equitable, sustainable, democratic) human development. COWS' work is collaborative, experimental, and evidence-driven. Working with a variety of partners (business, labor, government, NGOs, community groups) we try out new high-road ideas, evaluate the result, and disseminate successful innovations.

In 2010 COWS launched the State Smart Transportation Initiative (SSTI). SSTI aims to help willing transportation agencies and related governmental entities to modernize their policy and practice, improving accessibility and economic performance, while reducing environmental harms. SSTI convenes state DOT CEOs and others to share information about emerging practice, provides direct technical assistance to transportation agencies, and provides material on best practices to the general transportation community. SSTI employs several staff members as policy analysts/outreach specialists. These staff members, report to SSTI's director and managing director.

SSTI is currently undertaking three major technical assistance projects. We have received funding for work with the Federal Highway Administration; the California Department of Business, Transportation and Housing; and the Massachusetts Department of Transportation. These projects, which run for up to 18 months, have increased substantially our work load, and we requrie 2-3 extra staff for 18 months to undertake this work.

Successful applicants will be expected to contribute to the success of these initiatives, with duties to include:

Provide Technical Assistance (60%):

Perform policy research to inform decisions of the SSTI executive board as it pertains to necessary work for the three projects under consideration.

Help provide technical assistance to states in concert with SSTI's contracted technical assistance providers.

Take a leading role in providing points of contact to the states as needed.

Support the managing director in tracking progress of TA providers deployed to the states concerned.


Communications (40%):

Compile and disseminate policy innovation and best practice information for the states concerned.

Develop and participate in meetings on transportation reform practices in these states.

Produce content for and maintain the SSTI web site publicizing our work in these states.

Provide other policy and communication support as needed, including development of webinars, publications and reports.

Additional Information:
This position may be extended or become renewable depending on funding.
