Essential Duties & Responsibilities

Overview

Quality Assurance (QA) is to ensure that the service that AHF Pharmacy provides meets both external and internal requirements, including legal compliance and customer expectations. The Quality Assurance Specialist reviews the activities required to meet quality standards particularly in the Pharmacy Computer System, operations, physical plant and additional quality standards of the AIDS Healthcare Foundation.

Typical work activities include adaptation to customer expectations, employing a variety of measures to place quality and customer service at the heart of AHF Pharmacy. This includes computer training, workflow development by site, regulatory compliance, purchasing compliance, philosophies such as Total Quality Management and methodologies such as Continuous Improvement.

The QA Specialist, at the direction of the QA Manager will liaise with pharmacy managers and staff throughout the AHF Pharmacy division to ensure that the QA system is functioning properly. Where appropriate, the QA Specialist advises on changes and their implementation and provides training, tools and techniques to enable others to achieve quality throughout the Pharmacy Division. The QA Specialist will bring best practice ideas to the QA Manager and the National Direction of Pharmacy for review with the intent of system wide implementation, when appropriate.

A. Pharmacy Computer System

1. Functions as a “Super Trainer” for the Pharmacy Computer System
2. Understands all aspects of the overall computer system’s design and function
3. Monitors implementation and assists with training at “Go-Live” at existing sites and new sites.
4. Provides post “Go-Live” training and assistance
5. On-going monitoring of all functions within the computer system and the workflow as designed by AHF Pharmacy management and staff.
6. Responsible for file maintenance of various data bases within the computer system, including the item file of the point of sale system (POS), the nursing home file, sig file, doctor file, patient file and drug file (non I.T. functions of file).
7. Monitors the workflow queue of each pharmacy to ensure the pharmacy staff is utilizing the system as designed and following procedures.
8. Monitors the inventory system for appropriate use by the pharmacy staff.
9. Identifies potential system enhancements, reviews and presents to Pharmacy Management for consideration.

B. Quality Assurance

1. Promotes quality achievement and performance improvement throughout the pharmacy division.
2. Observes pharmacy personnel at work and develops quality assurance techniques to ensure safe, legal and ethical practices.
3. Manages change by developing workable implementation plans, communicates changes effectively.
4. Monitors QA compliance objectives and ensuring that targets are achieved.
5. Ensuring compliance with state and national standards and legislation.
6. Oversees the application of environmental and health and safety standards
7. Monitors defined quality methods that have been established for staff.
8. Monitors quality procedures in conjunction with administrative staff.
9. Helps with the maintaining of controls and documentation procedures.
10. Identifying relevant quality-related training needs.
11. Persuading reluctant staff to change their way of working to incorporate quality methods.
12. Liaising with managers ensuring the execution of corrective action and compliance with customers’ expectations.
13. Monitoring standards of service for customers and clients.
14. Monitoring performance by gathering relevant data and producing statistical reports for Pharmacy Management.

B. Pharmacy Physical Plant

1. Reviews the physical layout of each pharmacy and prepares a suggested workflow best suited for the space.
2. Makes recommendations for changes in the workflow for each site.
3. Monitors the neatness and cleanliness of each site.
4. Monitors working condition of equipment including dispensing equipment, air conditioning, plumbing building, etc. And reports to pharmacy management needed repairs or replacement.

C. Regulatory Compliance

1. Monitors the compliance with AHF policy.
2. Monitors the compliance with various regulations related to the operation of a pharmacy
3. Monitors the compliance with various customer service contracts awarded to each pharmacy
4. Monitors compliance with various insurance billing requirements
5. Assists in the monitoring of the quality assurance process of the pharmacies.
6. When appropriate, prepares written reports for the AHF compliance office for review and action.

D. Reports:

1. Maintains AHF Pharmacy Policy, Procedure and Training manual
2. Maintains a weekly work plan.
3. Assists with the implementation and training of AHF pharmacy personnel on AHF customer service concepts, policies and procedures, competitors and growth possibilities.

Expectations

The Pharmacy Quality Assurance Specialist accepts the responsibility of training pharmacy staff in all aspects of the pharmacy computer system. The expectation is that the coordinator will have patience and understanding at all times with new employees and existing employees.

At the direction of the Pharmacy Quality Assurance Manager and the National Director of Pharmacy to prepare I-Tar requests for the purchase of new and replacement equipment, supplies and services that may be required to operate existing and new pharmacies.

Will assist the Pharmacy Quality Assurance Manager and the National Director of Pharmacy with new pharmacy construction projects as well as remodeling projects as required.

Will assist the Pharmacy Quality Assurance Manager and the I.T. department with various aspects of the pharmacy computer system, including updates to the database, report generation and design. Will function as the interface between the computer vendor, the I.T. department and the pharmacy staff, when appropriate. The Q.A. specialist will function as the “troubleshooter” and problem solver for the pharmacy staff.

Will interface tithe the AHF billing department and function as a “troubleshooter” and problem solver for various billing issues, at the direction of the Pharmacy Quality Assurance Manager.

The successful candidate will have exceptional intrapersonal skills, a customer friendly attitude, be proactive in solving customers problems and issues, be proactive in assisting in the development and implementation of new systems and procedures, customer services, be proactive in growing the pharmacies, and be proactive in promoting the mission of AHF.

Qualifications

Must become proficient with the Cerner/Etreby pharmacy computer system within the 90 day probationary period.

Education and/or Experience

A Bachelor Degree or educational/experience equivalent and must be a licensed technician within the United States, with a minimum of five (5) years recent experience as a pharmacy technician or one to two years related experience in a centralized pharmacy billing system and/or training or equivalent combination of education and experience.

Computer/Software Skills & Abilities

To perform this job successfully, an individual should have knowledge Spreadsheet software, Word Processing Software, and Pharmacy System software. Cerner/Etreby experience is desired.

Other Skills & Abilities/Qualifications

-Maintain confidentiality.
-Must be able to travel within the AHF Pharmacy Network up to 85% of the time and travel overnight from time to time.
-Knowledge of Cerner/Etreby Pharmacy System Software helpful, must commit to learning Cerner/Etreby, and additional AHF software as appropriate, within 90 days.
-Ability to work with minimal supervision and be reliable to complete tasks.
-Sensitivity to AIDS/HIV related issues and concerns.
-Experience in pharmacy billing procedures and processing helpful.
-Bilingual (English/Spanish) strongly preferred.
-Be self motivated, and posses the ability to prioritize, plan and organizes work.
-Must posses diplomacy skills
-Must be enthusiastic and be an effective team member
-Possess excellent communication skills
-Have the ability to investigate and problem solve, ask appropriate questions that uncover underlying issues and to confront issues directly.
Must posses the ability to train others in a non-punitive environment.

Certificates, Licenses and Registrations

Valid California Driver's License with proof of liability insurance.
Certified as a Pharmacy Technician in the United States, National Certification desired.

This position is based in Los Angeles, CA. Salary range is $41,000-$45,000/yr based on experience.
