SI conducts an increasing number of strategic planning, performance management and capacity building efforts, as well as performance evaluations and quasi-experimental evaluations of development projects for USAID, Department of State, USDA and DFID, as well as other clients.

Position Description
The Strategy and Performance Management Technical Specialist (SPMTS) helps manage and grow SI’s expanding matrix of strategic and program planning, performance management, training and capacity-building services. The SPMTS is experienced in strategic planning and performance management, and helps lead SI teams supporting USG and other clients to develop results-oriented management, program and project-level performance management plans, and training curricula related to strategic planning, performance management, data quality, and compliance with USG rules and regulations for results-oriented management. The SPMTS is also responsible for supporting SI’s continued growth through proposal development, fostering strong relationships with existing and new clients, and mentoring less experienced SI staff. 
The SPMST reports to SI’s Vice President for Strategy, Performance and Capacity-Building, and works closely with SI’s team of Program Managers, Program Associates, Project Assistants and external consultants contracted by SI. The SPMTS is directly responsible for the technical quality and financial performance of the activities that s/he manages.
Position Responsibilities:
Strategy and Performance Management (expected 60% of time)
The SPMTS is responsible for leading and co-leading SI technical delivery of activities, including design and delivery of strategic and program planning assignments, Performance Management Plans, trainings, management and other assessments, or other tasks domestically or overseas.  This includes analysis of lessons learned and best practices that are fed back into SI’s corporate knowledge, as well as deliverables and other reporting requirements.  Expected technical areas include, but are not limited to:

Program Management and Quality Assurance (expected 20% of time)
The SPMTS provides program management and oversight to a number of client portfolios. In this role, where applicable, the SPMTS manages in-country short-term and long-term staff and project/assignment deliverables.  SPMTS also manages the relationship between SI and the client and provides oversight and supervision of home office Program Assistants.  Responsibilities include, but are not limited to:
  • Selecting appropriate technical assistance (TA) for task order requests; help in identifying, recruiting, and building project teams; developing terms of reference (TOR) for consultants; supervising and providing technical backstopping for TA; quality assurance of consulting products and services; and maintaining the highest level of client and consultant satisfaction through frequent communication
  • Establishing, monitoring and revising work plans and budgets for selected projects and support for contract reporting requirements. Debriefing consultants on selected assignments; targeting and tracking follow-on opportunities
  • Reviewing project deliverables to ensure compliance with contractual requirements and SI quality standards 
Business development (expected 20% of time)
Support marketing, business and proposal development related to new performance management (monitoring), strategic planning, training, capacity-building, and management assessment opportunities. The SPMTS will identify new opportunities, write technical sections for proposals, review draft proposals, identify experts and team leaders to be included in proposals, and work with the Finance Department to create proposal budgets.
Qualifications
  • M.A. in relevant subject area, such as international relations, economics, statistics, public policy, development, etc.  (required) 
  • Seven to ten Years of demonstrated experience in developing, updating, and delivering technical assistance in strategic planning and performance management (required)
  • Demonstrated experience leading short-term strategy and/or performance management projects with highly rated deliverables (required)
  • Demonstrated team building and team management skills for short-term technical assistance projects (required)
  • Ability to travel overseas at least once per quarter for short-term assignments (required)
  • Experience working in developing countries (required)
  • Experience working with USAID, DOS, USDA and other donors (strongly preferred)
  • Experience in the health sector (strongly preferred
