Team Leader Rural Economic Development

South Sudan and the Netherlands jointly agreed on the formulation of a bilateral support program for the water sector in the country. GIZ International Services is going to submit a proposal for the sub program “Water for Lakes State” and for the sub program “Water for Eastern Equatoria State” of the bilateral program “Program for the Water Sector between South Sudan and the Netherlands (ProWaS/SSN)”.
The objective of the sub program “Water for Lakes State” is to stimulate economic development by unlocking the potential of integrated development and management of land and water resources for production in agriculture, livestock and fisheries in Lakes State. The program has “water” as its entry point looking at the functions of surface water, groundwater, rainfall and soil moisture. In doing this, it will focus on the extensive floodplains, river systems and rain-fed dry-lands focusing initially in the northern zone of the State, extending to the southeast of Lakes State in a later stage.
The program consists of five interrelated components, three of which represent the envisaged productive use of the water resources: (1) Water for Livestock, (2) Water for Agriculture, (3) Water for Fish and Habitats, (4) Water for People (Safe Water and Improved Sanitation) and (5) crosscutting component pertaining to knowledge and capacity development for Integrated Water Resource Management. Program activities should not be seen in isolation: an integrated approach both within a sector and across sectors is appropriate.
The objective of the sub program “Water for Eastern Equatoria State” is to stimulate and promote conflict resolution and sustainable development. The sub program consists of three components: (1) Component “Integrated Water Resources Management” in order to develop appropriate institutional mechanisms and develop and implement an Integrated Watershed Management Plan for the Kenneti Watershed (in Torit and Lafon counties). (2) Component “Water for Productive Use” (WPU) in order to provide water for productive use (agriculture, livestock). (3) Component “Safe Water and Improved Sanitation” in order to improve access to safe water and improve sanitation in the Kenneti Watershed and the Greater Kapoeta area.
Each component will typically consist of the following elements: (i) investments in water management infrastructure (building and supplies contracts), (ii) systems for operation and maintenance of infrastructure, (iii) sector development auxiliary program (mainly linkage program with development partners and NGOs), (iv) innovation and pilot schemes, and (v) knowledge and capacity development for Integrated Water Resource Management.
The program is implemented under the guidance and supervision of the Federal Ministry of Water Resources and Irrigation (MWRI) and each sub program will be guided by a Technical Assistance Team (TAT) made up of long-term and short-term international and national specialists. The TAT will support and work closely with State Level Government (SLG) and County Level Administration (CLA).


Your tasks
The team-leader (TL) carries responsibility for overall programme performance, for guiding the TA services and is especially responsible for the aspects of Programme Development and Management. As a rural development specialist he/she is responsible for the activities in the field of community mobilisation and development with emphasis on local ownership and sustainability. The expert is also strongly involved in capacity development of national staff. As a TL and rural economic development specialist he/she is especially concerned (i) with the positioning of the programme and its activities viz-à viz the development of Lakes State / Eastern Equatoria State, (ii) with linking the programme activities to initiatives of other organisations, and (iii) with stimulating and supporting initiatives of local communities and private sector relevant to the objectives of the programme.

Your profile
  • MSc or MA in economics, management, water resources development or similar
  • At least 15 years of experience in rural development, preferably including water management and at least five years in an environment that is comparable to South Sudan (similar physiographic characteristics and issues)
  • Awareness of the latest developments in water management and rural development
  • Strong leadership skills, demonstrated by at least 5 years of experience as a team-leader in complex rural or water development projects, and in multi-cultural settings
  • Experience with programme management and administration, participatory planning and programme implementation
  • Strong writing and reporting skills, including command of the English language
  • Good communication and social skills, experienced in training and facilitation of group processes
  • Ability to formulate and present a broad strategic view of regional development, understanding the multi-sectoral and multi-disciplinary aspects of the programme
Assignment period
The programme will commence in the fourth quarter of 2013 and the first phase will last 36 months.

Place of duty will be Rumbek for the sub program “Water for Lakes State” and Torit for the sub program “Water for Eastern Equatoria State”.
