Under the direct supervision of the Deputy Director (Programmes) in the West Bank Field Office, the Field Emergency Officer will be responsible for the strategic planning and the facilitation of the implementation of the Emergency Programme in theWest Bankincluding providing oversight and management of related finance, human resource and procurement activities implemented by Programmes. The incumbent is also responsible for providing leadership with regards to the development and implementation of the Field’s Emergency Preparedness and Response Plan, as well as for liaising and communicating with donors on all matters related to the Emergency Programme in the West Bank Field. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities
  • Plan, direct, co-ordinate and monitor the implementation of emergency and humanitarian activities and the Field Emergency Appeal Unit in the West Bank Field. This includes planning and coordination of humanitarian and emergency activities,  providing oversight related to financial, personnel and procurement activities related to emergency-funded activities implemented by Programme departments, and ensuring Programmes conform to the Agency’s common framework of best practices and uniformly high standards;
  • Provide supervisory and oversight functions to the Field’s Job Creation Programme (JCP); support the JCP management in developing and implementing a long-term reform plan aimed at improving the deliverables of the programme and ensuring longer terms results for beneficiaries;
  • Oversee the emergency budget including allocation and monitoring of funds (commitments, expenditures and re-allotments); manage the implementation of the emergency projects and ensures adherence to donor stipulations, grant agreement guidelines and deadlines; alert and intervene with programmes when corrective action is necessary;
  • Support and oversee the development and implementation of emergency     preparedness and response plans and activities in the Field, including maintaining effective linkages with humanitarian partners and national authorities; provide guidance and advice to departments on the development of operational guidelines and technical tools in various aspects of emergency preparedness and response, at a programmatic level;
  • Manage the implementation of the annual emergency Consolidated Appeal Process (CAP) and development of the Emergency Appeal. This includes ensuring the coordination of the planning process, and consolidation of narrative and budget submissions (verifying costs, viability and adherence to technical instructions set by the relevant HQ Department) in coordination with the Gaza Field Office, UNRWA Headquarters, and other UN organizations and donors;
  • Represent the West Bank Field Office on all issues regarding the Emergency Programme during coordination, fundraising or briefing functions with other organisations and donors, in coordination with the Field Director of Operations and HQ External Relations and Communication Department; develop and maintain agreements and cooperation with other relevant international organisations, as necessary.

Professional Knowledge and Experience
  • A university degree from an accredited educational institution in programme management, public or business administration, social sciences, or related subject;
  • A minimum of six years of relevant experience in humanitarian programming emergency planning including the Consolidated Appeal Process (CAP), and project management or coordination, two of which should have been in a large governmental, international or commercial organization;
  • Excellent command of written and spoken English.

  • Ability to plan and prioritise own work, work well under tight deadlines and handle multiple concurrent activities;
  • Demonstrated skills in working with others and ability to handle sensitive issues;
  • Understanding of budgetary requirements and planning;
  • Positive attitude and strong analytical, interpersonal and communication skills;
  • Evidence of utilization of planning tools and methodologies for the application of assessment, design, monitoring and evaluation purposes;
  • Familiarity with project cycle management and Logical Framework Analysis;
  • Ability to operate standard computer software used by the Agency including spreadsheets and databases.

Desirable Qualifications
  • Advanced University Degree in programme management, public or business administration, social sciences, or related subject;
  • Working knowledge and experience of the Agency’s operations in theMiddle East, and knowledge of Middle Eastern culture.
  • Knowledge of Arabic language;

Equivalency
When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Additional Information
The incumbent will be required to reside in Jerusalem/the West Bank and may be requested to travel occasionally in the other areas of operations in theMiddle East.

Conditions of Service 
UNRWA offers an attractive compensation package including annual salary starting at $60,091 net tax free with dependants or $56,091 single, plus post adjustment of 58.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception ofGaza andSyria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
