Training And Capacity Building Manager - DCHA

The QED Group is seeking a qualified individual to be bid as the Training and Capacity Building Manager. This individual will develop training and development activities to meet the evolving performance needs and staff development of the DCHA offices and personnel.  Training to DCHA under this IQC includes but is not limited to the following categories: Rapid Response, Disaster Preparedness, Transition Initiatives, Emergency Response, DART, Field Operations, Programming/Grant Management, Personnel Management, Conflict and Complex Environments, Conflict Assessment and Programming, Food Aid and Deployments with other Agencies. The program will provide DCHA with contract and grants management, recruitment, field support services, information management systems, administrative support, and training and capacity development.
Duties and Responsibilities:
  • On-going performance consulting for the core business of DCHA offices’ divisions and teams.
  • Develop training and teach staff development and orientation to DCHA operating environment. 
  • Provide on-going performance consulting to DCHA offices.  This may result in recommendations for training, as well as non-training solutions.
  • Design, revise, deliver and manage appropriate staff training courses, workshops and sessions. 
  • Migrate selected courses to distance learning and web-based training as appropriate.
  • Facilitate workshops and other courses including arranging space and providing materials and incidentals.
  • Develop annual training calendar and training team work plan.
  • Provide technical assistance to field-based capacity-building programs as requested. 
  • Provide guidance to internal subject matter experts and external training providers on training format, materials design, and evaluation.
Key Qualifications:
  • 10 years experience in managing or working on disaster response and humanitarian assistance programs.
  • 5 years experience developing and delivering training in the areas of disaster response, humanitarian assistance, conflict management and mitigation, and/or food aid.
  • Masters Degree in International Affairs or related field.
  • Specialized program (part of degree or separate certificate) in disaster response or humanitarian assistance preferred.
