GIZ International Services in a consortium led by Maxwell Stamp PLC is going to submit a proposal for the “DFID Bangladesh Skills and Employment Programme”.
SEP-B aims to stimulate private sector investments in training for poor people. This will be done to create opportunities for the poor to improve their skills levels and get better, higher paid jobs. In this way, the programme will address the needs of people who have limited opportunities to improve their skills and currently have weak access to jobs. By building their skills to meet the needs of employers and providing them with support and links to jobs, the programme will support them to improve their earning potential and ultimately graduate from poverty.
SEP-B will focus on building the skills of workers in the Garments and Construction sectors within Bangladesh because of their higher-than-average growth potential and ability to absorb large numbers of poor people in semi-skilled jobs. In addition, within these target sectors, it will also focus on inclusion of women as a key priority. The exact percentage of women trainees will be scoped and finalised during inception.
Results targeted under this programme include:
  • Impact: £56M in higher income for people trained and placed in jobs;
  • Outcome: Minimum 65,000 poor people (60% of which are women) trained and linked to semi-skilled or skilled jobs in growth sectors in Bangladesh.
SEP-B envisages 3 Outputs:
  • Output 1 focuses on incentivising private sector training companies to provide quality competency-based skills development to increase employment opportunities of poor and vulnerable people. This will be achieved through co-financing, funding and technical assistance, and setting up a payment by result financing scheme.
  • Output 2 focuses on working with RMG and construction companies to fund innovative competency-based training schemes. It aims to support linkages between the private sector and private training providers.
  • Output 3 focuses on improving competency standards and advocating with stakeholders in the Garments and Construction sectors.
The size of the project is £17 million with £5 million allocated for an Innovation Fund, £2 million for Policy work and the remaining £10 million will provide funding for the selection and technical assistance to training providers to provide training and job placement services to priority groups.
Your profile
Required Professional Experience and Skills
  • Extensive (at least 15 years) experience providing and advising on vocational training, (re)insertion in employment, links between skills development and the job market for vulnerable people (including women);
  • Prior experience supporting the staff of different Technical Institutes, Vocational Schools and Vocational Training Centres in developing close cooperation with the local labour market and different industries;
  • Strong expertise in the development of competency based training and skills development that is more responsive to labour-market needs and demands, preferably in the ready-made garment and construction sectors;
  • Strong experience managing, supervising, monitoring & evaluation M&E of trainees training, learning and education activities for Technical Institutes, Vocational Training Centres and Vocational Schools;
  • An excellent understanding of the context of skills development and employment (at policy and implementation level) in Bangladesh;
  • Extensive knowledge of the employment market in the ready-made garment and construction sectors and skills requirements;
  • Strong expertise in research, design, presentation and evaluation of skills development programmes;
  • Extensive knowledge of the political, economic and social context around employment barriers, skills development and economic empowerment of vulnerable groups in Bangladesh;
  • Good knowledge of existing TVET/skills development for employment donor-funded programmes in Bangladesh;
  • Prior experience working on skills development for employment programmes involving private sector providers and/or private companies at scale;
  • Professional fluency in English, knowledge of Bengali desired.
Desired professional experience and skills:
  • Prior experience working with DFID an asset;
  • Experience working with payment by result financing schemes an asset.
Assignment period
This is a full time position. The intended commencement date of the project will be October 2013 for a period of 5 years.
