Senior Consultant Sanitation and Hygiene Programming Support

These consultancies are based in the Water Supply and Sanitation Collaborative Council (WSSCC),hosted by UNOPS. Founded in 1990, WSSCC is a membership organization, based on individual membership. WSSCC’s mission is to ensure sustainable sanitation, better hygiene and safe drinking water for all people, especially the poorest and most marginalized members of society in developing countries. In order to achieve its mission, WSSCC manages the Global Sanitation Fund, facilitates sector coordination at national, regional and global levels, supports professional development, and advocates on behalf ofthe 2.5 billion people without a clean, safe toilet to use. This process aims to fill a roster to obtain the specified consultancy serviceson-call. Successful candidates would be contracted on retainer contracts over a12 month period, renewable, with a particular number of working days within that time on a draw-down basis. The incumbents are professional specialists who will be based in or have spent extended periods of time in one or more of WSSCC’s programme countries inAfrica and Asia including but not limited to: Bangladesh, Benin, Burkina Faso,Cambodia, Ethiopia, India, Kenya, Madagascar, Malawi, Nepal, Nigeria, Pakistan,Senegal, Tanzania, Togo, Uganda General direction on the tasks and area ofresponsibility is provided by the immediate supervisor. The incumbents exercise initiative to translate this guidance into the specific activities required toperform assigned duties. Detailed workplans are generated by the incumbents,based on their judgment of priorities, in consultation with the supervisor and in collaboration with other colleagues within WSSCC.
With regards to hygiene and sanitation behaviour change, currentemphasis lies on sanitation and hygiene promotion through community led approaches, such as CLTS, sanitation marketing, and handwashing behaviour change, with considerations for longer term follow-up and support needs and sustainability of behaviour change. WSSCC aims to strengthen its programmes and contribute to the behaviour change knowledge and practice base through the implementation of programme approaches, knowledge partnerships, research and evidence-gathering and capacity development.
With regards to equity, current emphasis lies on strengthening GSF country programmes to ensure better conceptual understanding of equity and inclusion approaches in order to implement them at all stages of the programme cycle, including scoping, design, triggering, design and construction of facilities, behaviour change, use and maintenance and facilitation for moving up the sanitation ladder. Particular attention is needed on the identification of context specific vulnerabilities, in order to adjust approaches, designs and monitoring to ensure that all people are able to use appropriate sanitation and hygiene services in an affordable, acceptable, safe and convenient manner.Learning lessons from and documenting challenges and successes in ensuring equity and inclusion in various stages of the programme will be a key part ofthe work, as will assisting partners to adjust programming to adopt andimplement approaches to enhance inclusion and sustainability.
