Proposal Summary:
MSI is seeking candidates to lead international education program evaluations as short-term technical assistance for upcoming education assessment and monitoring & evaluation projects. Specialization in technical areas of expertise such as reading programs, teacher training programs, community support programs, education management information systems (EMIS), and education systems management, should be included in submissions.
Position Summary:
The International Education Evaluator will be responsible for leading the design and implementation of international education program evaluations. This is a short-term technical assistance (STTA) position and will require international travel with a minimum of two to three weeks in the field.
Responsibilities:
  • Responsible for designing the field itinerary for data collection.
  • Develop data collection tools for both quantitative (surveys, assessments) and qualitative (key informant interviews, focus groups, and group interviews) field work.
  • Ensure consistent data collection approaches among evaluation team members.
  • Aggregate data collected and provide analysis.
  • Manage other evaluation team members in terms of roles and responsibilities for data collection.
  • Develop the overall evaluation report outline and assign analysis and writing tasks for evaluation team members.
  • Write the overall approach, findings, conclusions and recommendations of evaluation report
  • Interface with home office to provide regular updates.
  • Provide regular updates to international donor.
  • Coordinate closely with in-country education stakeholders including the Ministry of Education in the planning and implementation of evaluation.
Qualifications:
  • Minimum of a Master’s in international comparative education, or other related subject.
  • Minimum ten years’ experience conducting education evaluations.
  • Experience developing field data collection instruments.
  • Experience designing evaluation methodologies.
  • Ability to work collaboratively with national and local education stakeholders.
  • Ability to interact and collect data from diverse beneficiaries, including children, parents, teachers and community leaders.
  • Experience working directly with USAID and other international donors in education evaluations.
  • Foreign language fluency preferred, in French, Spanish or Arabic.
  • Ability to effectively manage a diverse evaluation team.
  • Excellent writing, analytical and communication skills in English.
