Director - European program The Collaborative Labeling and Appliance Standards Program

The Collaborative Labeling and Appliance Standards Program (CLASP) is seeking to hire an experienced Director to lead CLASP’s European program team. As the European representative of CLASP, the Director will be responsible for engaging and working with key partners and stakeholders within the venue to advance Europe’s energy efficiency, energy security and climate change goals through the delivery of high impact technical assistance on standards and labeling programs for appliances, lighting and equipment in Europe.

Primary Duties and Responsibilities
The Director will provide leadership, management, and strategic direction to all program activities to ensure the efficient use of program resources, timely implementation of program activities, and achievement of goals and objectives. Specific responsibilities include:
  • Develop a regional strategy for appliance S&L in collaboration with program team members and key partners
  • Manage program team members, and internal and external experts in the design and implementation of program activities
  • Representing CLASP at the European Commission, and in meetings with other key stakeholders and partners to further the implementation and sustainability of program activities.
  • Develop and ensure timely delivery of annual program work-plans, budgets, reports, and other deliverables.
  • Develop a monitoring and evaluation plan, monitor the technical performance and outcomes of the program, and facilitate the sharing of best practices across countries
  • Assist in the development of a regional communications strategy to track and communicate program successes and impact to various stakeholders, including senior leadership, board, funders, and partners in the region
  • Demonstrate leadership within CLASP through active engagement with other program directors and senior management in the development of CLASP’s broader strategic initiatives ensuring that CLASP has an overarching identify and a unified approach.
Skills and Qualifications:
  • At least 10 years of experience in energy efficiency program design and implementation required, with technical expertise and experience in the design and implementation of S&L programs strongly preferred;
  • European experience is required; and direct experience with the European Commission preferred
  • Demonstrated leadership and management skills, with extensive and successful experience in managing diverse teams of staff and contractors, contracts and project budgets required
  • Demonstrated ability to establish strong and highly productive working relationships with colleagues, program and project partners and stakeholders required
  • Outstanding communication skills in both English and French required
  • A bachelor’s degree in engineering, economics, or environmental discipline required; master’s degree strongly preferred
  • A personal orientation that emphasizes best practice regardless of the source; teamwork ahead of getting credit; an entrepreneurial spirit and forward thinking attitude and an ability to adjust program activities and approach in response to challenges and opportunities.
Compensation and Benefits
This is a full-time position based in Brussels, Belgium. Some international travel is required. Salary and benefits will be commensurate with experience and a competitive benefits package will be offered. The position will available in early 2012.
