Head of Programme Approaches and Learning Unit (PALU) Reports to: Director, Strategy, Advocacy and Learning (SAL) Liaises with: SAL Advisers, Key overseas staff Direct reports: 3-5 Programme advisers on approaches and learning with occasional postgraduate interns. Based in: Dublin - Frequent overseas travel required. Pay Band: Pay Band 7: €55,118 - €64,259 Contract Length: Full-time, permanent contract.

Job Purpose: •To facilitate the improvement of programme quality and organisational learning by leading a team of advisers to support and facilitate improvements in holistic programming, M&E, organisational learning and knowledge management.
•Key to this will be embedding key approaches, Concern’s Understanding of Extreme Poverty (especially equality and resilience) and managing for development results. A major focus on supporting high-quality monitoring and evaluation and results-based management and supporting partnership arrangements are also key dimensions of this job.

Main duties & Responsibilities: •To develop and manage high quality programme PM&E guidance and support. This will focus on managing for development results and support for an organisational results framework. •To support the realisation of “How Concern Understands Extreme Poverty” through support to contextual analysis, programme design and M&E based on this understanding and its key characteristics. •To lead and coordinate technical support and guidance on integration of key approaches or cross-cutting issues into Concern programmes with a strong focus on equality, gender and risk and vulnerability. •To lead on sourcing or directly providing support to country programmes in their move to a more partnership based model. •To lead the design, development and implementation of high quality organisational learning and knowledge management functions, processes and systems. •To lead the development of guidance and support to create an enabling working environment for innovation in programmes. •To work closely with sectoral advisers and the Overseas Directorate to contribute to high quality programming. •To work closely with the Advocacy Unit to understand their needs for international advocacy and to engage with the Advocacy Unit, Overseas Directorate, sectoral advisers and country programmes to align information collection and sharing needs.

Person specification:
Essential: •Specific experience in monitoring and evaluation of development programmes and strong understanding of M&E principles and processes. •At least five years experience leading and managing long-term development programmes in developing countries •At least two years leading the provision of technical support to development programmes, preferably on or including the integration of development approaches. •Experience of working with or providing support to partners and/or a partnership model of working. •Demonstrable commitment to and understanding of equality, gender and risk and vulnerability as key cross-cutting issues. •Strong understanding of key development approaches and experience in integrating or mainstreaming them into programmes. •Demonstrable experience in the nurturing of organisational learning in programmes. •A strong understanding of the management and sharing of knowledge within NGOs or development organisations and an ability to link this to system development. •A commitment to the vision, mission and values of Concern Worldwide. •Strong understanding of global poverty and development issues. •Ability to manage high-level relationships at national and international level. •Excellent people management and interpersonal skills, with an ability to effectively manage cross-departmental, functional and international teams. •A post-graduate qualification in a relevant discipline •Proven communication skills, both written and verbal. •Proven high quality research and analytical skills.

Desirable: •Knowledge management as a key part of a previous job. •Demonstrable experience in the nurturing of innovation in programmes.
