Madagascar Project Support Manager (Maroantsetra)

Role and Responsibilities
The Project Support Manager (PSM) is responsible for all support functions, including Finance, Human Resources and Logistics for the Maroantsetra Base. The PSM will also act as Head of Office in terms of overseeing the general functioning of the base, including security. In addition the PSM will support Internationally Recruited Staff (IRS) staff in terms of ensuring well being and acting as first point of contact.

Project Overview
Medair is supporting the emergence of a private public partnership to help sustain the development of local structures and appropriate innovative technologies for a real improvement in hygiene and access to clean water and sanitation. Medair is piloting a commune level project to assist communities to identify and prepare for the disasters and reduce and mitigate the risks they face, due to natural disasters (cyclones, flooding and the accompanying risks these bring.). Medair provides rapid emergency response during post-cyclone emergencies everywhere on the island. These cyclones are affecting communities and their assets because of high speed winds and the regular occurrence of heavy rains and flooding.

Initial Contract Details: Minimum two years, 100%

Key activity areas

Finance
• Monitor and validate the monthly Maroantsetra expense sheet. Monitor the base budget.
• Ensure a sufficient cash flow to support the needs of the project using the cash need forecast
• Identify areas for improvement in finances and making sure these are well implemented Human Resources
• Ensure that HR documents (contracts, job description, Staff appraisal, holidays sheets, etc) are up to date and that changes are recorded and the information transferred to Tana.
• Recruitment of new NRS staff
• Supervision of the payment of salaries

Logistics
• Responsible for the respect of procurement procedures
• Supervision of stocks and deliveries
• Maintenance of Medair buildings, sites and equipment
• Coordination of transport of goods and employees

IT
• Supervise the job of the IT technician. Make sure that confidentiality is respected.

Staff management
• Directly supervise, manage and develop her/his team
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts

Qualifications
• Qualifications in financial management desirable
• Training in logistics procedures desirable

• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)

• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)

Working Conditions

• The PSM is based in the town of Maroantsetra, with infrequent visits to the field.
• The security situation is good in Maroantsetra which allows expats to move around without problem.
