Monitoring and Evaluation Specialist, Security and Justice Sector Project, Guatemala

Project/Proposal Summary: The purpose of this project (SJSRP) is to assist in implementing the Government of Guatemala’s efforts at reform of the police, justice system institutions and civil society organizations concerned with security and justice. The project will establish conditions for greater state capacity to manage security and justice administration and greater levels, greater technical capacity to support enhanced security and justice and greater civil society oversight of public and private security services.

Position Summary: MSI is looking for a skilled monitoring and evaluation specialist with experience in the use of performance based management for results approaches. The specialist must be able to apply their skills to national, regional and local institutions in Guatemala and in the internal operations of the project.

Please note: This is a local position. Only Guatemalan citizens are eligible for consideration.

Responsibilities: • Provide technical assistance and organize training to Guatemalan government agencies in managing for results using state of the art approaches to performance monitoring: • Supervise monitoring and evaluation of the project’s activities and supervise reporting on these activities to the client; • Undertaking written reports on technical assistance and training provided; • Supervising short-term personnel and other long term personnel engaged in monitoring and evaluation activities; • Supervise conduct of data-gathering through surveys, focus groups and other means that provide the basis for monitoring and evaluation.

Qualifications: • Demonstrated technical expertise in monitoring and evaluation; • Experience designing research and working with requesters to produce research that is technically sound and policy relevant; • Ability to produce presentations and project reports; • Degree in relevant discipline such as sociology, economics, political science; • English language skills helpful.
