Afghanistan COMUNICATIONS SPECIALIST

Afghanistan Dec 14, 2011 Tetra Tech ARD requests expressions of interest from highly qualified Communications Specialist candidates for one our USAID funded projects in Afghanistan. The overall objectives of LARA are to strengthen and support the Government of the Islamic Republic of Afghanistan (GIRoA) institutions dealing with land, principally the Afghan Land Authority (ALA), by providing necessary technical assistance so they can more effectively meet their objectives in land management and planning, and to create Afghan capacity to successfully design, manage and implement needed land reform.

Responsibilities: *Develop a Strategic Plan for Public Information Awareness for the Project and coordinate the integration of the PIA plans of the Project’s Component parts; with those of the respect groups; *Work with Government counterparts and Project partners in order to coordinate Project messages; *Develop printed materials and other media to disseminate information about project successes and lessons learned, project partners and stakeholders, including USAID; *Report success stories for submission to USAID; *Contribute to program reports; *Provide technical advice and support to the Chief of Party on communications quality; *Provide technical advice and support to ensure that communications and information products of the Projects are at the highest level of quality and integrity; *Assist in developing information products based on evidence as supplied through the MIS and M&E system, as well as reports from field staff and technical experts. *Assist in building capacity among staff, partners and other stakeholders in the area of information product development. *Conduct other activities reasonably required by the Chief of Party.

Qualifications: *MA/S in mass communications, journalism, international development, or other relevant field: *Minimum ten (10) years’ experience working with executive level-leaders on government communications, USAID funded local governance programs preferred; *knowledge of USAID’s branding and marking requirements *Demonstrated experience of close collaboration with and support of nascent governments in post-conflict or state-building environments; *Experience with USAID funded citizen engagement or local governance programs preferred; *Very strong interpersonal skills;
