Afghanistan Investment Promotion Planning Technical Adviser for Hospital Public Private Partnerships

Project Summary

One of Futures Group’s key projects is the Communication for Behavior Change: Expanding Access to Private Sector Health Products and Services in Afghanistan (COMPRI-A) Project, which is funded by the United States Agency for International Development (USAID). COMPRI-A is a social marketing and behavior change communication program designed to increase access to and use of selected quality basic health products and services by women of reproductive age and children under the age of five.

The project will focus next on hospital Public Private Partnerships (PPPs). In particular, there are a number of district and tertiary level hospitals, ranging from 100 to 350 beds. Some of these facilities will be leased to successful bidders - partially financed and fully operated and maintained by private sector partners. The hospitals will emphasize quality services and affordability for Government and for the patients. The PPP contracts will use innovative measures to ensure risk transfer to the private sector.

Position Summary

Futures Group is seeking a consultant for short term engagement, either individuals or firms, to consult as an experienced Investment Promotion Planning Technical Adviser for Hospital PPPs. This individual will work with the Ministry of Public Health (MoPH), Ministry of Finance, Afghanistan Investment Services Agency officials, and private sector stakeholders to enhance the role of the PPP Unit located within the Office of Private Sector Coordination (OPSC) and build their capacity to design and manage successful hospital PPPs. This consultancy will be based in Kabul, Afghanistan.

Key Responsibilities

• Research for and prepare detailed strategic and operational investment promotion plans for forthcoming hospital PPPs; • Assist the MoPH in obtaining international and national investor interest in forthcoming hospital PPP projects; • Prepare marketing materials for international investment promotion events in various languages; • Provide training in the area of PPP marketing, negotiations, and related contractual obligations for diverse stakeholders, including senior level bankers and investors; • Ensure international PPP probity and transparency standards are incorporated in the plans and processes; • Other duties as assigned.

Qualifications

• Knowledge of international requirements and developments related to PPPs for hospitals; • Significant expertise in organizing events related to hospital/health PPP transactions; • Experience in providing education and training in the implementation of strategic and operational plans; • 10 years marketing experience is required in PPPs in South Asia or Middle East – Afghanistan is preferred; • University degree in business, marketing, communications or other relevant field; • Knowledge of Afghanistan business environment; • Fluency in English and Dari preferred.
