Oxfam is an international confederation of 15 organizations working together in 98 countries and with partners and allies around the world to find lasting solutions to poverty and injustice. The OI Secretariat is based in Oxford, with advocacy offices in Washington DC, New York, Brussels, Geneva and Addis Ababa.
This is a key role to ensure quality and maximum impact of OI Humanitarian responses, by supporting Oxfam affiliates in emergency preparedness and implementation of OI’s agreed upon coordination mechanisms in an efficient and smooth manner.
Key Responsibilities
  • Monitor humanitarian crises around the world and produce regular humanitarian updates, in order to inform OI humanitarian responses.

  • In coordination with the Humanitarian Director, support the humanitarian Oxfam leads and implementing affiliates to perform their role at the highest OI standards (Humanitarian Dossier including Code of Conduct and Sphere Standards) during emergencies and in preparedness phase (including contingency planning).

  • Travel to affected countries during an emergency when requested by Lead Agency or by the Humanitarian Director

  • Monitor that the agreed emergencies response governance frameworks are respected and implemented.

  • Support cross-affiliate cooperation & coordination during preparedness and response

  • Support the monitoring process to assess the quality of the response.

  • Support the development of Oxfam wide program standards, development of core competencies

  • From the early days of the response, assist in linking implementation with the monitoring and evaluation phase. (If appropriate participate in Real Time Evaluations).

  • Support the development of Oxfam wide program standards and tools through active participation in Emergencies Managers Network (EMN).

  • Contribute to the development of OI wide humanitarian core competencies

  • Support humanitarian capacity building across the Confederation particularly with new affiliates, but also regional bodies and country teams

  • As required support any process of change in the OI structure having an impact on the humanitarian work

  • Providing support to the OI Humanitarian Director as required.
Key Competencies
  • Motivated to work for justice, against poverty and suffering.

  • Good knowledge of humanitarian work, the international humanitarian system and international humanitarian standards & law.

  • Extended humanitarian field and HQ experience

  • Excellent level of spoken and written English. Working knowledge of French and Spanish (or other relevant languages) desirable.

  • Excellent organizational skills, incl. self-organization and self-starting.

  • Good computer skills.

  • Good communication and team working skills.

  • Good negotiation and conflict mitigation skills.

  • Ability to show perseverance, persistence and patience
You must be prepared to travel up to 16 weeks during the year, to areas with higher security risks, very basic living conditions and on short notice.
