Compensation and Management Services Officer

UNRWA direct supervision from the Chief, Compensation and Management Services Division, the incumbent is responsible for administering the Agency’s compensation program, including conducting reviews, assisting in the development, maintenance and application of classification systems, and assisting in the development of pay and benefits systems. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities • Analyse program organisations and staff establishment and recommends in respect of organisation structures and staffing requirements; process changes to staff establishment and maintains up-to-date staffing tables and organisation charts for the Agency; • Assist in the development and maintenance of classification standards for area posts; classify area and international posts against the standards, providing documented evaluation rationales; maintain classification and position files and audits the delegated classification of area posts in the Fields; • Participate in organising salary surveys for area posts and assists in their conduct; analyse survey data, write survey reports and costs optional adjustments; coordinate with Information Systems Division on the incorporation of new compensation provisions into the payroll system; • Review and update the Occupational Classification Manual (OCM) by conducting job analysis and writes/amends post descriptions (PDs) and qualification standards and submit recommendations to CCMSD for approval; • Prepare generic PDs for international and area posts; • Conduct research into issues raised by the staff unions including documenting costing data and prepares an assessment of potential impact; • Assist CCMSD in staff training at HQ and in the Fields in compensation theory and practice.

Professional Knowledge and Experience • University degree in public or business administration, with major course work in classification and compensation, personnel management, industrial psychology or related field; • A minimum of 6 years directly related work experience, of which three years should have been in an international, a large governmental or a commercial organization, specifically in classification and compensation programs covering a variety of occupational groups. Extensive experience in working with computerised spread sheets and data bases; • Excellent command of written and spoken English.

Competencies • Sound judgment on importance/priority/confidentiality of issues. • Ability to work under pressure and meet tight deadlines; • Ability to establish and maintain effective working relationships with others in a team environment and with people of diverse backgrounds, culture and nationalities; • Ability to work independently, develop clear goals, establish priorities and meet multiple deadlines; • Demonstrated competence in management, strong problem solving and analytical skills; • Ability to use computers and work on various Microsoft Applications such as Excel, Access, Word and PowerPoint, data-base and other applications

Desirable Qualifications • Detailed knowledge of UNRWA Rules and Directives and of the sources from which they are compiled; • Working knowledge and experience of the Agency’s operations in the Middle East and knowledge of Middle eastern culture; • Working knowledge of written and spoken Arabic.

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Additional Information The incumbent will be required to travel frequently throughout the Agency’s area of operations in the Middle East.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $60,013 net tax free with dependants or $56,018 single, plus post adjustment of 42.9% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza) are family duty stations.
