WORKING ENVIRONMENT: On 17 February 2011, an armed internal conflict began in Libya. Fighting has since led to the significant contamination of mines and explosive remnants of war (ERW) and uncontrolled flows of Small Arms and Light Weapons (SALW) that threatens the lives and livelihoods of civilians and jeopardises the delivery of humanitarian aid. The conflict caused widespread ERW contamination in residential, education, health centres and along key transit routes.

Today, mine/ERW and SALW incidents continue to injure and kill Libyans.

Since April 2011, to reduce these risks and help the population adopt safer behaviours, Handicap International (HI) has been diffusing prevention messages through the training and deployment of emergency response teams, as well as through mass media channels including but not limited to mosques, schools, radio and television.

HI continues to support Libyan civil-society organisations through strong partnership and capacity building approaches.

JOB DESCRIPTION: Under the responsibility of the Head of Mission, you will ensure the smooth running of material operations and the management of the association’s assets, whilst applying the association’s procurement policy and rules for managing its assets, and ensuring the security of both human and material resources. You will supervise 3 staff members You will also assure a good logistic set-up in Tripoli and coordinate with the logistics departments in HQ, on the different bases and with the projects on the bases.

You will be responsible of: - Coordination of Logistics organisation - Equipment management - Management of the base logisticians - Management of the security - Reporting and analysis

CANDIDATE PROFILE: - Proven experience in logistics with experience of multi bases management - Post conflict context experience and ability to work under stressful circumstances - Excellent organisational, coordination and diplomatic skills

  • Knowledge of Handicap International process would be an asset

REQUIRED LANGUAGE SKILLS: English mandatory; French and Arabic would be an asset.

JOB ENVIRONMENT: You will be based in the country office in Tripoli with sporadic travels to the bases around the country. You will share accommodation with other expatriates. Living conditions in Tripoli are good (access to all services); security is good in day time within the city centre – curfew at 9pm. The overall situation in Libya is very fluctuant and unpredictable.

EMPLOYMENT CONDITIONS (depends of the experience): Salary: 2100-2400 € gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
