Monitoring and Evaluation (M&E) Team Lead, Haiti

CHF International is seeking a Monitoring and Evaluation Team Lead (METL) for an anticipated housing reconstruction project in Haiti. This project will assist residents of selected Port-au-Prince neighborhoods severely affected by the earthquake to return to their communities by supporting them to repair and/or reconstruct their homes and improve basic community infrastructure.

The METL, reporting to the Team Leader, will be responsible for:

•Leading and coordinating the management of the project’s strategic focus as it related to the monitoring and evaluation activities of the project. •Development of the M&E methodology and systems. •Leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the project activities. •Providing delivery of the project M&E deliverables. •Ensuring the smooth operation and quality performance of technical efforts and field activities by coordinating programmatic reporting, quality of data management and information. •Ensuring adherence to monitoring of project activities using developed tools and indicators. •Directly managing and providing technical guidance to M&E specialist. •Ensuring that the above tasks are performed in a timely, accurate, and high-quality manner. •Making regular visits to worksites to monitor the development and implementation of M&E activities.

Qualifications:

•Advance degree in related field. •Experience related to monitoring and evaluation of projects with a community focus required. •At least 5 years’ experience in the monitoring and evaluation of international projects. •At least 8 years’ experience managing information systems and the application of quantitative and qualitative methods of projects funded by international donors or governments. •Proven knowledge and experience utilizing applications for the design, monitoring and evaluation of projects. •Willingness to travel extensively to worksites as needed. •Fluency in French is required; Haitian Creole is a plus.
