Program Coordinator (M/F)

MDM-F-France has been working in Palestine since 1995. The general goal of MDM-F is to improve the physical and mental health of the Palestinian populations in the West Bank and the Gaza Strip through developing local health professionals’ abilities in specialised fields (i.e. orthopaedic surgery, basic life support trainings, mental health access, etc), addressing the health care system limitations, developing emergency preparedness plans with local partners and engage in advocacy and communications activities where possible. MdM-F is established in Nablus since 2002 and intervenes there in the field of mental health.

Since 2008, MdM-F strategy in Nablus includes 3 components:

  • a psychosocial component for children in schools of villages affected by violence and concerned with protection issues

  • the training and supervision of the health staff in the primary health care centres of the same villages, focusing on mental health (receiving / listening / orientating) to improve the access to mental health care at the village level

  • the supervision of a community mental health center at Nablus level (governorate)

A new project phase started in July 2011, combining mental health and a primary health care component, targeting vulnerable areas in Nablus and Salfit governorates. The project objective is to improve access to quality mental health, emergency care and psychosocial support for populations in the vulnerable communities in the targeted villages of Nablus/ Salfit.

TASKS AND RESPONSIBILITIES:

Working directly under the responsibility of the Field Coordinator, he/she will ensure :

1.Supervision and coordination of the programme’s activities in Nablus

  • Plan the programme’s activities and supervise the implementation of activities according to the Project Cycle Management principles

  • Ensure the quality monitoring of the interventions: elaborate and follow-up the monitoring plan

  • Propose programme adjustment, to be discussed with the Field Coordinator and HQ if needed

  • Manage the technical team: coach, mentor, motivate and supervise the project team members

2.Technical Referent for the PHC / mental health programme

  • Provide technical support to the technical team (mental health and emergency preparedness component)

  • Develop technical tools / improve existing tools (monitoring and evaluation, follow-up of activities, etc)

  • Link with the mental health coordinators of the other MDM delegations present in Palestine (MDM-CH / MDM-Spain) to exchange on practices, tools and projects.

3.Reporting

  • Report monthly/weekly to the Field Coordinator and Medical referent in HQ on the activities of the programme

  • Elaborate the parts related to the activities, results and indicators in the reporting documents to the donors

  • Technical writing for TOR’s, Concept notes, Letters of intention for donors, in collaboration with Field-Co & HQ.

  • Attend weekly coordination meetings and facilitate weekly technical team meetings.

  • Coordinate with Logs on procurement of program materials/collaborate on procurement database.

4.Surveillance and data collection regarding the health situation in the area of intervention (Nablus Governorate + West Bank) Meet with Ministries and other health actors.

5.Participation in needs assessments

6.Participation to the elaboration of the Palestine advocacy plan and its implementation

7.Representation of MDM in UN meetings/clusters, local meetings related to health / mental health in West Bank and link with the health network in the oPt.

Location: Nablus

Experience requied:

  • medical background: Medical Doctor / nurse, with background in primary health care.

  • experience or complementary background in mental health highly desirable.

  • experience in emergency preparedness desirable.

  • experience or background in Public Health desirable

  • at least 2 years of experience in humanitarian / NGO work abroad.

  • experience in health project management

  • experience in team management, particularly of a multicultural team.

  • previous experience in the oPt and/or in the Arab world would be an asset

Languages required:

  • Fluent English (oral and written) mandatory

  • Arabic an asset

Duration: 9 to 12 months months (renewable)

Starting: 15/03/2012

Contract: VOLUNTEER (French law)

Monthly allowance: 915 euros / months (+ perdiem)
