Senior Expert - Deputy Head of Economic Policies Department ADE

ADE is looking for an experienced and driven deputy head of economic policies department.
Our company supports decision-makers in formulating, monitoring, implementing and evaluating economic choices. Our main clients are international institutions and agencies, bilateral and multilateral development organizations and national public institutions (www.ade.be).

The economic policies department is currently composed of two units, the main one covering macro-Public finance policies and the other regional economics.

The position
We are looking for a senior economist to coordinate and expand our activities in the macroeconomic field. He/she will be in charge of

  • coordinating the procurement of a pipeline of assignments in the sector of economic policies advises including technical assistance, framework contracts, studies, evaluations;
  • conducting and controlling quality of studies and evaluations at international level and be involved in high level thinking in the macroeconomic fields;
  • deciding in close cooperation with the direction committee projects/tenders to follow;
  • preparing and supervising answers to contract notices including search of partners, financial and technical offers;
  • establishing close contacts with main clients;
  • animating our network of external experts and maintaining close relationships with favored partners;
  • managing teams of permanent experts;
  • coordinating technical assistance projects.

The profile
He/she will have:

- at least 12 to 15 years of relevant experience
- proven track record in several of the following fields:

  • Macroeconomic analysis/forecasts and Public finance management
  • Budgetary aid and aid effectiveness
  • Trade policies
  • Decentralisation policies
  • Experience in regional development and EU cohesion policies is an asset
  • Experience in intelligence gathering with regard to up-coming donor-funded procurements including EC and world bank
  • Experience in leading proposal initiatives in response to those procurements; Experience working in developing countries;
  • Experience in team management and coordination of projects
  • A professional network in the development community
  • Resistant to stress and deadlines, with a high energy level
  • Available for travels to third countries or EU countries
  • Fluent spoken and written English and French - Other languages are an asset
  • PC literate
