BACKGROUND: The UN/OCHA Information Services Section (ISS) is in the process of developing an enhanced Inter-Agency Web Platform. Drupal is a technical web platform which allows people to build and to manage websites and its respective content. Drupal is a UN/OCHA technical standard and it is also the platform used to develop Reliefweb, unocha.org and humanitarianresponse.info.

ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: The Drupal expert will be based in the Office for the Coordination of Humanitarian Affairs (OCHA) Geneva. The Expert will report to the Project Manager of the Information Services Section (ISS) and will work collaboratively with Information Technology Section (ITS), Communications and Information Services Branch (CISB), and other external partners involved in the project.

RESPONSIBILITIES: The Expert will undertake the following:

Develop new Drupal features as defined by the Project Manager; Define the process needed to migrate content from an existing SharePoint platform to Drupal; Develop procedures for data sharing and access by other connected systems; Provide documentation for end-users and at the technical level to help to maintain the Drupal website.

Deliverables / Results expected: New Drupal features, as requested by the Project Manager; An enhanced Drupal site configuration; Clear documentation and training for use and sustainability of new features; Recommendations for future enhancements of the system.

Competences

PROFESSIONALISM: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems, conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters; Ability to improve processes and approaches; Advanced knowledge of web development and graphic design for the effective communication of information; Proficiency in Drupal development: Javascript, HTML, W3C standards such as XHTML, XML, MySQL database and PHP scripting language; Expertise in all aspects of creating a Drupal application features, including installation, administration, module development, module configuration, theming, and custom development; Extensive knowledge of the Drupal architecture; Ability to convey complex concepts and recommendations to staff at all levels.

COMMUNICATIONS: Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match the audience; Demonstrates openness in sharing information and keeping people informed.

Qualifications & Experience

EDUCATION: Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field; A first level university degree (Bachelor’s degree or equivalent) in combination of qualifying relevant professional experience may be accepted in lieu of advanced university degree.

WORKING EXPERIENCE: A minimum of five (5) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems; Experience in designing and architecting database systems using MySQL required.

LANGUAGE: For this particular consultancy fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
