Tulane International LLC in Rwanda is seeking to hire a qualified individual for the position of Overall Project Coordinator for the National University School of Public Health (NURSPH). This is a full time position with three months probationary period and shall be based in Kigali.

The Overall Project Coordinator will work under the Deputy Director in charge of Research and consultancies at the School of Public Health and will support the effective management of projects and budget flow and communicating with donors.

MAIN RESPONSIBILITIES:

  • Provide oversight and guidance on all matters pertaining to the smooth operation of the Projects, in accordance with procedures and obligations specified under the projects agreement.
  • Monitor projects implementation and update the Indicator Performance Tracking Table on a monthly basis. Advise the University on progress and as necessary update the progress indicators to capture implementation information that had not been foreseen.
  • Initiate new grant proposals and concept papers for funding that will generate income to the University.
  • Design tools to collect information that will validate the Projects impact indicators and monitor the achievement of projects impact indicators.
  • Develop/Review the project Monitoring and Evaluation Framework.
  • Review and Compile professional and high quality project implementation reports in a timely manner and bring to management attention key issues requiring action.
  • Document promising best practices and disseminate these as required. Research best practices of other organizations and institutions and pass this on to the implementing staff.
  • Oversee projects financial management transactions, ensure timely payments and procedures are respected.
  • Review and provide feedback on detailed implementation plans, baseline surveys and evaluation and audit reports for compliance to NUR standards & national priorities.
  • Identify capacity gaps/needs of project staff and ensure their capacity is build.
  • Keep abreast of policy developments and relevant initiatives as pertains projects;
  • Prepare and develop office annual work plans in line with the logical framework of the project;
  • Participate in relevant committees such as the PI selection committee and senior management meetings.
  • Collaborate with Principal investigators and as well as other project coordinators and administrators in meeting the above-mentioned objectives;
  • Any other tasks as may be assigned by the by the Deputy Director in relation with consultancies and research.

KNOWLEDGE, SKILLS AND ABILITIES

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

  • Must have a university degree in management, Public Health, Development studies, social sciences or related field with at least 3 years work experience in project management.
  • A Masters degree in management, Public Health, Development studies, social sciences or related field is an added advantage.
  • Requires cross-cultural experience, understanding and sensitivity.
  • Must have a clear understanding of the workings of the major donor’s perspectives, requirements and standards.
  • Must have experience in project design and proposal writing.
  • Must have proven analytical/problem-solving abilities and excellent interpersonal, written and oral communication skills.
  • Must be fluent in English, both written and spoken. Ability to speak French is an added advantage
  • Must be computer literate. Knowledge of project management software is an added advantage.
