In DRC, the International Rescue Committee (IRC) is one of the largest providers of relief and development assistance. With an annual budget of approximately US$ 75 million, $320 million overall grant portfolio and more than 1,000 staff in six provinces, the IRC supports Congolese communities and institutions in seven conflict-affected provinces in the areas of health, governance and community development, education, women’s protection and empowerment, and emergency response.
SCOPE OF WORK
The UK Department for International Development (DFID) has released a tender for a consortium lead to strengthen basic health service provision in the Democratic Republic of the Congo in at least 30 health zones in up to four provinces improving access to primary and secondary care for at least 3.5 million people over the period 2013 – 2018.

POSITION DESCRIPTION
IRC is seeking a dynamic and experienced professional to provide strategic leadership to health programs implemented across four provinces and to be based in Kinshasa, Democratic Republic of Congo, with travel to field sites. The successful candidate will have demonstrated success in leading large scale development and humanitarian programs and significant experience of implementing health programs in a similar post-conflict environment. He/she will have a good understanding of managing complex projects implemented by multiple partners, as well as excellent coordination and management skills.
RESPONSIBILITIES
Program Implementation & Monitoring
· Provide leadership and oversight to program and operations staff charged with implementing large health programs in areas of responsibility;
· Ensure coherence of health programming between different implementing partners and across provinces;
· Ensure that all implementing partners adhere to the program strategy, the approved project monitoring plan and that the program is implemented in conformity with the IRC Program Framework promoting protection of rights, participation, capacity building, partnership and holistic programming;
· Contribute to the coordination of health activities, harmonization of approaches and standardization of tools across IRC health programs, through continuous communication with provincial health teams and information sharing;
· Work in collaboration with the Directors of Health Program Quality and Research, M&E to assure technical direction is provided and appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time;
· Verify that quarterly provincial action plans and budget projections are developed and their application is followed up upon;
· Make sure that health implementation budget is managed effectively.
Coordination and representation
· Ensure that IRC staff actively contributes to effective coordination with other NGOs, UN agencies and national authorities, through joint assessments and plans, meetings and field missions, and use of standardized tools and resources;
· Ensure technical representation of IRC with stakeholders, including MoPH, donors, UN agencies, national and International NGOs in relevant fora and meetings;
· Meet with donors regularly as required to inform them on progress in program implementation and advocate for their support to current and future activities.
Staff Supervision, Recruitment, Retention and Development
· Supervise Provincial Directors and provide an advisory role to implementing partners;
· Coordinate the recruitment of all staff based in area of responsibility, ensuring that mobilizing orientation is made available in the short term, as well as long-term performance management support and empowerment;
· Working in collaboration with the HR department in Kinshasa develop a strategy for staff which will allow them to perform to their potential, and which will increase the number of Congolese staff in leadership positions.
QUALIFICATIONS
· Masters degree in Public Health, Public Administration, MBA or other relevant degree
· At least 8 years of international program or operations management experience, leading program implementation and support services, at least 4 of which in a senior leadership role;
· Significant experience of managing large scale health programs;
· Proficiency in both French and English;
· Availability to travel in the country for up to one third of his/her time;
· Good writing, communication and organizational skills;
· Knowledge of common software (MS Office);
· Previous work experience in DRC.
Specific Security Situation/Housing:
The position is based in Kinshasa, it is accompanied. Safe and modest housing as appropriate and reasonable as the context allows will be provided.
Estimated start date: September 1, 2012.
