Haiti Assistance Program Operations Officer American Red Cross

Summary:
In response to the January 12 earthquake in Haiti, the American Red Cross is developing an Integrated Neighborhood Reconstruction and Recovery Program (LAMIKA) to support local urban development in Port au Prince. In addition, ARC will implement an integrated rural community based health, disaster risk reduction program, while also supporting numerous programs through partners nationwide. The operational demands at all levels will be significant and require an Operations Officer to provide operations support and guidance to field staff and the HAP headquarters team, in collaboration with the NHQ Business Operations Department.

Responsibilities:
Overall, position will provide leadership and expertise to HAP in areas of operations management (both NHQ and field), compliance, grants management, contract administration and other areas of operations management.

Specific responsibilities include:

Coordinating and providing leadership for all operational support services concerned with implementation of the HAP program objectives including:

•The facilitation of program activities through effective policies and procedures related to logistics and procurement support and management;
•Monitoring and ensuring operational and program compliance with ARC/ISD policies and procedures.
•Overseeing coordination with other American Red Cross units to facilitate operations, including liaising on HAP support issues with Office of General Counsel, Risk, Finance and Administration units.
•Coordinating the scheduling and preparation of materials, documents, and notes for relevant HAP meetings;
•Facilitating the drafting and establishment of annual work plans for HAP operations;
•Supporting the close out of HAP country offices;
•Participating in program management reviews and improving systems to increase the effectiveness and efficiency of support to programs, including identifying gaps in operational systems and developing solutions.
•Coordinating, with Finance department on internal and external audits.
•Coordinating with Finance Manager and Program Director on operational budget development and reviews.
•Conducting or facilitating access to training in areas of compliance, grants management, contracting and procurement and other relevant corporate policies. ‘
•Facilitates and troubleshoots other business requirements of HAP as needed at the request of the HAP Director.

Other

•Provides direct support to the HAP Director on special projects and initiatives.
•Works closely with the HAP LAMIKA Manager and Program Officers.
•Performs related duties as assigned and reports directly to the HAP Director.

Qualifications:
•Bachelor’s degree in business, management, public administration, international development or related field required, master’s degree preferred.
•Minimum seven years relevant experience required.
•Proven operational planning capacity.
•Strong leadership and communication skills required and must display flexibility, adaptability, initiative, and a high degree of competence in planning, operations management, teamwork, and commitment to the Red Cross/Red Crescent Movement principles.
•Strong contract management experience required, preferably in the area of construction.
•International field experience administering humanitarian programs in emergency and non-emergency settings highly preferred.
•Familiarity with the Red Cross Movement preferred.
•Ability to prioritize, meet deadlines, and achieve results through collaboration is essential.
•Must be computer proficient and fluent in English. Fluency in French or Creole strongly preferred.
