Early Childhood Education Consultancy UNICEF Pacific, Suva

Purpose of Assignment:

MEHRD, in close collaboration with the MHMS and MWYC, aims to take stock of the existing ECCE programs and policies in order to identify the current situation with the aim of providing recommendations for providing appropriate, affordable scenarios for expanding the provision of quality ECCE services throughout the nation.
Through a regional study the Government aims to learn from and with other governments and development partners in the Pacific and PNG about the main issues facing ECCE and school readiness in the Solomon Islands and in the region, in order to identify how it can best improve ECCE outcomes.
UNICEF, in partnership with the World Bank, will be conducting a baseline study using the WB System Assessment and Benchmarking for Education Results (SABER) -Early Childhood Development (ECD) tool to collect data related to policy, legislation, and governance, as well as on monitoring and assessment. In addition to the scope covered by SABER-ECD, UNICEF will review the SABER-ECD tools for the areas of workforce, curriculum, and community partnerships, and create and implement additional tools as needed.

The consultant will provide assistance to the Ministry of Education, ECE Director, and UNICEF ECD Specialist in relation to preparation and implementation of ECE baseline survey tools and report.


Work Assignments:

With the MOE, ECE Director and UNICEF ECD Specialist, the consultant is responsible for:
? Assisting with a two-day training on data collection tools and data management.
? Assisting in preparing, piloting/field testing of research instruments (SABER-ECD tools, supplemental tools) and revising these as/where required.
? Completing quantitative and qualitative data collection tool collection, both centrally as well as within provincial study research areas; perform data entry and summary analysis.
? Creating of a draft study report in accordance to the time schedule agreed upon during the work plan formulation phase, for review by the UNICEF ECD Specialist.
? Support/co-facilitate with MOE, ECD Director and UNICEF ECD Specialist a national stakeholder’s workshop on the draft report.

Official Travel Involved:
Travel will be required to two provinces for data collection; yet to be selected.
