Background:

The United Nations Children's Fund (UNICEF), Cambodia Country Office, is seeking to hire a qualified candidate for Education Officer (Level P-2 of International Professional Category, Temporary Appointment) in the Education Section, Phnom Penh, Cambodia.
Responsibilities:

Under the general supervision of the Education Specialist / Education Section and in the context of the Education Sector-wide Approach (SWAp), the incumbent will contribute to the planning, implementation, monitoring, reporting and evaluation of the education Capacity Development Partnership Fund (CDPF), under the framework of the Basic Education Programme.

· Prioritise capacity development activities and draft the Annual CDPF Work Plan. Coordinate closely with the Department of Planning in Ministry of Education, Youth and Sport (MoEYS) to ensure consistency with the Ministry’s Annual Operational Plan. Assist to develop the CDPF Visibility and Communications Plan, the Procurement Plan and contribute to the Monitoring and Evaluation (M&E) Framework.
· Coordinate with the Operations on supply and non-supply assistance ensuring proper and timely UNICEF and government accountability.
· Support the Technical Departments, Provincial Offices of Education (POEs) and relevant institutions to implement the capacity development activities in a timely way. Support the implementation of the institutional twinning programme for national institutions.
· Assist in monitoring the implementation of the main activities of the CDPF in accordance with the M&E framework. Liaise with the Education Officers and Programme Assistants in the zonal offices in monitoring the quality and efficiency of implementation of CDPF activities at provincial, district and school levels.
· Contribute to the development of updates on the CDPF for Steering Committee meetings, the Education Sector Working Group and Joint Technical Working Group meetings.
· Prepare inputs to the annual CDPF Progress Report as well as the budget utilisation analysing progress against the endorsed CDPF Work Plan and budget. This will involve close collaboration with the CDPF Steering Committee, Technical Departments, POEs and relevant institutions, technical advisers, The International Institute for Educational Planning, external training providers and UNICEF itself. Prepare inputs on the CDPF for reports for management, mid-term review, programme analysis and country office annual reports.
Requirements:

Minimum Qualification and Experience:
· University degree in Social Sciences, or a technical field related to the work of UNICEF. Advanced degree would be an advantage.
· Two years of progressively professional work experience at national and international levels in the field of basic education in low-income countries is required, preferably with experience in educational planning and management, capacity and institutional development, programme administration, donor reporting and UNICEF systems. Experience of working closely with a Ministry of Education is also very relevant.
· Fluency in English and basic proficiency in at least one UN language.

Technical Knowledge: Essential Technical Knowledge of theories, principles and methods in the following areas: Knowledge of aid effectiveness and the modalities of international education financing including programme-based approaches is desirable; Rights-based and Results-based approaches and programming in UNICEF; UNICEF programme policy, procedures and guidelines in the Manual; Mid-Term Strategic Plan; Methodology of programme/project management; UNICEF programmatic goals, visions, positions, policies and strategies; Knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches; UNICEF policies and strategy to address on national and international issues, particularly relating to conflicts, natural disasters, and recovery; UNICEF emergency programme policies, goals, strategies and approaches; UN policies and strategy to address international humanitarian issues and the responses; UN common approaches to programmatic issues and UNICEF positions; UN security operations and guidelines.
