Job Description
RTI is currently seeking three Field Office Directors (FODs) for an upcoming USAID-funded governance project in Haiti. The multi-year project will focus on strengthening local governance, improving service delivery, reforming decentralization policy, and increasing transparency. There will be one field office in each of three corridors: Port au Prince, Cap-HaĂŻtien, and Saint-Marc. The FODs will reside in the metro area of their respective offices for the life of the project. The FODs will have overall responsibility for ensuring quality control, the appropriateness and overall responsiveness of the assistance provided under the contract in their corridors. Candidates should possess strong management, administrative and writing skills, in addition to experience living and working in fragile, unstable, or post-conflict environments.
· Provides strategic leadership and technical and managerial direction for the successful implementation of the project in the assigned corridor.
· Responsible for the performance and results of the project in the assigned corridor, including management and oversight of the field office staff.
· Interfaces regularly with main project office in Port-au-Prince on management and decision-making.
Qualifications:
· Masters degree in public administration, policy, finance, planning or governance or an advanced degree in a related field. A minimum of 12 years professional experience with seven years in the administration of donor-funded programs.
· Management experience in a donor-funded decentralization or local governance program.
· Demonstrated success in developing excellent collaborative working relationships with counterparts, other implementers, and international organizations and donors.
· Prior experience with efforts to improve local government services.
· Knowledge and experience in governance and development in Africa or Latin America and the Caribbean, and in Haiti specifically, is strongly desired.
· Fluency in French and English required, Creole language skills preferred.
