GENERAL MANAGER: CORPORATE SERVICES
Total remuneration package negotiable plus a performance bonus of up to 14% per annum

This position is based in Port Shepstone. The successful candidate will be appointed on a permanent basis in accordance with the Local Government: Municipal Systems Amendment Act, 7 of 2011. The incumbent will enter into an annual performance agreement with the employer, this is in accordance with the provisions of the Local Government: Municipal Systems Act, 2000, as amended, and the Local Government: Municipal Performance Regulations for Municipal Managers and Managers Directly Accountable to Municipal Managers, 2006.

Duties include the following:

  • Managing a department with the following sections: Human Resources, Secretariat, Information Communications Technology, Registry & Auxiliary Services and Disaster Management
  • Overall financial management, including systems and controls of the department
  • Providing strategic leadership, while ensuring attention to detail in all the operations of the department
  • Serving on the Municipality’s top management, thereby adding value to the corporate strategy formulation and implementation
  • Maintaining close liaison with the Office of the Municipal Manager, thus ensuring a seamless operation between the two offices
  • Communicating with internal and external stakeholders, including councillors, Amakhosi, other spheres of Government, civil society and development practitioners
  • Providing direction in terms of what the department needs to do to support the overall strategy of the Municipality
  • Ensuring oversight on the development and implementation of operational policies
  • Ensuring compliance with all pieces of legislation pertinent to local government
  • Ensuring that projects or initiatives for the department are properly assessed in terms of cost/benefit analysis
  • Optimising excellence within the department and at corporate level
  • Ensuring that compliance and risk management systems implementation within the department is executed
  • Ensuring that relevant internal and external information that impact on operations of the Municipality is shared timeously within the relevant areas of the department and the Municipality as a whole
  • Supporting the negotiation, drafting and vetting of project agreements with the relevant organisation
  • Leading the learnership/internship programme
  • Coordinating Transformation and Organisational Development programmes for the Municipality.

Requirements:

  • A relevant Honours degree (NQF Level 7) in the field of Legal, Administration, Human Resources or Financial Management
  • At least 7 years’ experience at senior management and middle management level, of which 2 years must have been at senior management level
  • A leader and team player with strong interpersonal skills, energy, strength of character and passion
  • Assertive and persuasive with initiative, able to command presence and ethical approach to management
  • Superior communication skills (both written and verbal) and ability to communicate at all levels
  • Knowledge of corporate governance principles
  • Must meet minimum competency standards as prescribed by Municipal Regulations on Minimum Competency Levels, GNR. 493 in GG 29967 of 2007
  • Sound knowledge of local government-related legislation, regulations and policies monitoring and evaluation skills.
