GRANTS FINANCE COMPLIANCE OFFICER, INTERNATIONAL GRANTS

Summary Description

The Grants Finance Compliance Officer (FCO) is responsible for managing a portfolio of international grants to non-governmental organizations (NGOs), civil society groups, and governmental agencies. This position leads financial management reviews of grant applications and assesses financial systems for grant recipients. The FCO will proactively support international grantees in establishing and maintaining financial best practices to ensure timely and accurate reporting to the Campaign for Tobacco-Free Kids’ (TFK) and to provide data for use in internal and external financial reporting. The FCO will participate in international grant negotiations, monitor grantee financial practices and spending, and ensure compliance with TFK financial guidelines. The FCO serves as the main point of contact for international grantees’ financial matters, and conducts site visits and training to grantees. This position requires constant communication with grantees, coordination of grantee activities with Campaign efforts; specifically, coordination with assigned Country Teams-and other international partner organizations, and identification of financial and management technical assistance needs of grantees. The FCO reports to the Associate Director, International Grants.

PRIMARY DUTIES:

  • Provides comprehensive (initiation to completion) management of an assigned grants portfolio, including review of proposals, grant negotiations, award, compliance monitoring, administration and closeout.
  • Participates in project idea and proposal review meetings to identify potential technical issues with grant proposals; work closely with grantees and applicants in the administrative grant approval, review and audit process.
  • Evaluates grantees’ fiscal and internal control systems to ensure their capacity to meet program requirements by providing assistance in pre-award planning/preparation, budgeting, application procedures, project approval, grant implementation, grant monitoring and evaluation, and audit resolution.
  • Reviews and confirms grantees’ proposed budgets and ensures that budget elements are in line with local standards.
  • Promotes the efficient and effective use of TFK resources in accordance with TFK and TFK’s donors’ policies and guidelines, and contributes to continuous improvement in organizational performance.
  • Promptly review and analyze progress reports to ensure that grantees appropriately administer and expend their grant funds to meet their project goals and objectives. Ensures that any compliance issues arising under prior grants are adequately addressed before a grant is renewed.
  • Stays abreast of program compliance, provides technical assistance, identifies options, and makes recommendations on grant preparation and implementation through site visits, workshops, training, and other management assistance services.
  • Performs other duties as assigned.


Qualifications


Requirements

  • Bachelor’s degree. MBA, MPA or MA with international focus strongly preferred.
  • Five (5) years related experience working in an international grant making or development organization.
  • Five (5) years experience formulating and implementing financial policies and procedures that strengthen grantees’ internal controls and making recommendations assisting grantees to meet program requirements.
  • Proficiency in Spanish language required.
  • Excellent oral and written communication skills.
  • Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Excel, Accounting software packages, MicroEdge GIFTS, PowerPoint, and Outlook.
  • Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple projects and deadlines.
  • Demonstrated attention to detail.
  • Cultural sensitivity.
  • Eligibility to work in the United States and travel internationally.
