Monitoring & Evaluation Specialist ,Counterpart International

SUMMARY: The Monitoring and Evaluation Specialist will lead the development and implementation of assessments, surveys and evaluations implemented by two Counterpart International practice areas, Livelihoods & Economic Development (LED), and Nutrition, Health & Humanitarian Services (NHHS). This includes project monitoring, program evaluations, gender assessments, development of baselines, mid-term and final evaluations, reports, assessments, proposals and promotional materials. The position provides practice area leadership to the field offices in the development of program monitoring and evaluation systems, and in effectively capturing and reporting on activities across multiple implementers, countries and teams. The position will help field programs prepare for and successfully complete data quality audits and programmatic reviews by funders. This individual will closely monitor field reports on progress against deliverables, conduct analysis and flag concerns for program managers. This position will also support the NHHS and LED teams in their new business development efforts by leading the development of performance management plans and contributing to management plans on M&E systems.

DUTIES AND RESPONSIBILITIES: • Design and lead program evaluations, monitoring systems, field assessments and research for Counterpart globally, including recruiting, selection, management and oversight of consultants and contractors, individuals and firms that implement various components of the field work, Counterpart staff involved with those field assessments, and HQ inputs required for those deliverables; • Train and monitor field staff in the development and use of effective, cutting edge project monitoring and evaluation tools and methods; • Serve as a resource to Counterpart staff on best practices in the monitoring and evaluation field; • Design and implement targeted templates and data collection tools, with maximum impact and user-friendliness; • Assess data quality and lead efforts to improve and insure data quality when necessary. • Lead the development of logical frameworks and monitoring and evaluation components for project proposals, and assess and lead revisions of, and improvements to, the logical framework /performance management plans for ongoing projects; • Provide technical assistance to the program development team in design and write-up of assessments, surveys, evaluations and other research initiatives; • Assess Counterpart’s field offices in development and enhancement of monitoring and evaluation systems to ensure their maximum effectiveness and efficiency;
• Design and deliver training and provide ongoing oversight to field office staff; • Lead other knowledge management and program monitoring and evaluation activities as assigned; • Other duties as assigned

QUALIFICATIONS: • Master’s degree, or equivalent experience in international development, nutrition, agriculture, business, or social sciences with emphasis on social research design and analysis, or related fields; • At least 5 years experience in assessment design and implementation, and monitoring and evaluation of USAID funded programs; • Demonstrated understanding of agriculture, SME, nutrition, health, food security and humanitarian assistance programs; • Demonstrated capacity and experience managing partners, sub-grantees, and contractors; • Demonstrated understanding of and experience working with program logical frameworks; • Significant experience with the U.S. Government’s Foreign Assistance Framework and its Indicators; • Excellent research, writing and presentation skills (written and oral); • Excellent interpersonal communication skills and demonstrated ability to both lead and serve as a member of teams; • Ability to multi-task, work independently, and meet deadlines are all requisite skills; • Proficiency in Excel, Word and database management; • Overseas experience and knowledge of current affairs as related to development strongly preferred; • Foreign language skills sufficient to conduct trainings in French or Spanish strongly preferred.
• Experience with multivariate analysis • Demonstrable experience with statistical software packages (SAS, Stata, SPSS); • Preferred strong knowledge of data sampling methodologies; • Knowledge of evaluation designs and best practices.
