Background / General description:
The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people’s lives by promoting private sector development through investment and advisory services. IFC Advisory Services’ Access to Finance (A2F) Business Line seeks to expand financial services in the region by supporting the development of sustainable financial institutions and helping create a sound legal and informational architecture.

Duties and Accountabilities:
• Responsible for managing IFC’s Advisory Services (AS) projects for the A2F Business Line in the region, in collaboration with the relevant investment and regional management, with a focus on frontier areas and high development impact projects;

• Develops the business line strategy in the region, including staff and resource management, project identification and approval, client, donor and stakeholder management;

• Leads the design, development, and implementation of specific AS projects in the region as well as the management of project teams ensuring global standards are applied;

• Monitors and evaluates quality standards and performance of the regional business line portfolio as per IFC’s monitoring and evaluation framework;

• Ensures project supervision cycle is adequately documented and that project documentation and archiving are done and maintained to support the monitoring and evaluation process;

• Contributes to gathering, managing and disseminating regional and global best practices and institutional knowledge of the business line across IFC;

• Manages clients relations as assigned for the product in the region, ensuring expectations are met/exceeded; and

• Works with relevant investment Industry Managers to ensure increased integrated product and services offering to existing and potential IFC clients.

Resource Management Accountabilities

• Recruits and manages program managers/operation officers

• Implementing projects in the business line, including responsibility for Performance Evaluation and Planning (PEP) reviews;

• Responsible for staff development and growth in the business line; mentors project team members in the region; and Monitors budgets for projects, business line staff, consultants and vendors; recommends appropriate deployment of staff and other resources in support of the projects/programs delivery.

Relationship Management Accountabilities

• Maintains strong relationships with Regional Industry Managers, Global Product Specialists and regional players in relevant industries/sectors to align the business line strategy;

• Fosters strong relationships with counterparts in the World Bank Group, as well as in other private and public institutions to identify collaboration opportunities and to enhance client and business delivery; and

• Supports AS management in establishing and maintaining strong donor relations.

Selection Criteria:
Education

- Master’s degree in finance or business or equivalent professional

qualification relevant to the business line and a minimum of 15 years professional, relevant experience (including at least 10 years in financial markets in banking and/or micro-finance);

Business experience

- Strong financial markets background, with hands-on experience in working with financial institutions, including banks and microfinance institutions, as well as exposure to financial markets infrastructure, including credit bureaus, payment systems and secured transaction frameworks;

- Significant and proven managerial skills with track record of supporting staff development and growth;

- Significant project management skills with proven track record of success in developing client relationships and execution;

- Well networked within the professional community in the financial services industry with current regional knowledge;

- Sound experience in dealing with public and private sector institutions, including ensuring a balanced set of interests.

- English is essential; a second language is desirable
