Position Title: Senior Operations Specialist

Position Grade: G-12

Reports To: Senior Director, Operations & Compliance

Location: Washington D.C.

General Description: This is a professional position that requires excellent management, interpersonal, and cross cultural skills, as well as in depth knowledge of donor funded international development programs. The Senior Operations Specialist must be able to oversee the administration of World Learning DC office and project field offices, and provide expert guidance on compliance and security issues.

General Compliance and Backstop Coordination:
• Draft or update as needed field operations policies, procedures and manuals.
• Draft/edit field office personnel policy manuals.
• Monitor DSSR for allowance changes.
• Provide guidance to IDEP home office and field office project staff on compliance related issues.
• Maintain legal compliance database.
• Assist in preparation & review of proposal budgets for field offices/subcontractor field offices.
• Travel to field offices/subcontractor offices to ensure compliance.

Security:
• Guide field offices in preparing Security Plans and review/update IDEP policies periodically
• Engage with field office and project staff to create security manuals and documents as necessary.

Project Start-up/Close-Out:
• In close cooperation with Program Officers and field staff, direct, monitor and support field office start up and close out proceedings.
• With Sr. Compliance Specialist, ensure appropriate country office registration and knowledge of and compliance with local laws, including employment and immigrations.
• Brief new COPs on field compliance matters.

Administration:
• Provide support to and oversee administration of DC, including office space, office procedures / protocols, procurement, equipment, vendors, etc.
• Provide support to and oversee administration of field offices, including review of office space, leases, office procedures / protocols, procurement, equipment, vendors, etc.
• Provide guidance to country teams / projects for administrative policies and procedures.
• Prepare & maintain field office address and staff lists

MINIMUM QUALIFICATIONS:

• Bachelor's Degree, Masters Degree preferred, from an Accredited University.
• At least 6 years relevant experience in international project management.
• Demonstrated management and organizational skills - especially with time-sensitive work.
• Ability to compose reports, presentations, memos or other written documents in an organized, logical, and concise manner.
• Demonstrated expertise with researching, interpreting, and applying donor regulations. Knowledge of FAR, AIDAR, OMB circulars, administrative requirements, and other applicable rules and regulations regarding implementation of federal awards in overseas locations.
• Excellent verbal and written communication skills.
• Ability to read, write and speak a language other than English (e.g., Spanish, French, Arabic for dealing with foreign-language documents) preferred.
• Highly developed collaboration, management, and leadership skills.
• Strong logical attention to detail and multi-tasking skills.
• Demonstrated experience in exercising discretion and judgment.
